Environmental Remediation Design - Term Contract Location: Various Locations - Statewide NYSCR Category: Architectural, Engineering & Surveying - Construction Professional Services Description: The New York State Office of General Services Design & Construction Group (OGS) intends to contract with up to three (3) engineering firms to provide environmental remediation design and related work for various facilities statewide. The main objective of these services is to provide the State with cost effective environmental cleanup and professional design/oversight of construction projects related to petroleum bulk storage. Firms must also possess a strong mechanical, electrical, and plumbing engineering background as assigned tasks will include aspects of these areas of expertise. Term: 5 Years (3 years to assign new work + 2 additional years to complete assignments) MBE Goal: 15%, WBE Goal: 15%, SDVOB Goal: 6% Approximate Value: $2,500,000.00 (each) Additional Requirements: Project Information Firms are expected to provide high quality environmental remediation design services or related work at a variety of locations for various State agencies including but not limited to the Department of Environmental Conservation, Office of General Services, and others. Assignments may include the following: Oversight of petroleum tank removals and installations Fuel piping design including verification of existing pump and pipe sizing for reuse. Day Tank and Pump Skid fuel delivery systems Industrial boiler house and powerhouse applications Large volume underground and aboveground fuel storage tanks Vehicle fuel dispensing islands Emergency generators Branch circuit consolidation Communications - phone lines, CAT6 and fiber optics A percentage of "urgent" projects that require expedited design schedules. Firms must be able to support multiple work orders simultaneously. Remediation system designs DEC required reporting to include tank closure reports, site assessments, spill investigations, remediation option and work plans, O&M reports and Spill Prevention Control and Countermeasures (SPCC) plans. Request for Qualifications Installation oversight and operations & maintenance of mechanical, biological, and chemical remediation systems. Interaction and correspondence will be required with OGS, DEC, tank owner staff and private contractors. Application of energy efficient, resilient, and sustainable design in compliance with the initiatives and requirements laid out in New York State Governor's Executive Order 22, the Climate Leadership & Community Protection Act (CLCPA), and the NYS Buy Clean Concrete Guidelines. Services can be provided by the proposed design team including sub-consultants. Unit Prices agreed to prior to contract approval will be used where possible to establish project fees. A copy of the unit price schedule form is available for download as a part of this solicitation. This will NOT be submitted as part of the initial Letter of Interest as a response to this solicitation. Short-listed firms will be asked to provide a completed copy of this form prior to the interview. Consultants are expected to follow OGS D&C's rigorous procedures and provide documents, specifications, and reports of the highest quality standard.
