Site work and new construction of a municipal facility in Tulita, Northwest Territories. Completed plans call for the construction of a municipal facility; and for site work for a municipal facility.

The work involves the construction of a Parks Canada Office and Cultural Centre building, and an auxiliary biomass heating facility, in Tulít’a, Northwest Territories. Parks Canada has obtained development permit approval from the Hamlet of Tulita, NT, for the development of the Parks Canada -owned land parcels and properties. The design for construction of this facility has been developed through outcomes of public consultation, environmental and geotechnical assessments, and engagement with stakeholders and Indigenous partners. Parks Canada has engaged an architectural consultant with multi-disciplinary engineering sub-consultants to provide project life-cycle design, tendering support, and construction administration services. Construction activities will include limited tree clearing, site preparation, selective site / building demolition (and hazardous materials abatement), civil grading works and gravel surface preparation including building foundation, a mixture of above-grade and limited buried utilities infrastructure (mechanical, electrical), the new office building structure commissioned with new electrical and mechanical systems, specialty equipment installation, and landscaping and revegetation. The design of the site and office / cultural centre building fulfills requirements to establish operations of Nááts'ihch'oh National Park Reserve in Tulít’a. The building is designed to be constructed with highly energy-efficient building envelopes and mechanical systems; and meets Parks Canada directives for inclusivity and accessibility. The project includes construction of the following components: (1) A new office and cultural centre building, including: a. Visitor reception area. exhibition and interpretation, and a cultural programming space, b. Individual office spaces, open-plan office workstations, boardroom, break-out room, kitchen and dining space, plus laundry, storage, mechanical / electrical room, server, and janitorial room, c. One Universally accessible washroom and change room with shower, and one additional standard washroom, both accessible to public, d. Vestibules at front and rear entries, exterior ramp at front entry, decks with stairs at front and rear building entries, and, adjacent cold storage warehousing provided as shipping containers, e. All required interior Electrical (comms, power, lighting, etc), f. All required interior Mechanical (plumbing, HVAC, water and sanitary sewer storage tanks, controls, etc), g. Granular pad and Spaceframe foundation, and combined wood and glulam structure, and, h. Millwork, fixtures and limited equipment furnishings inside new building. (2) Demolition, hazardous building material abatement (HBMA), and removal/ disposal of materials on the following structures (lead-paints and asbestos-containing materials, among other HBMA): a. Long white boat shed, including full structure demolition, b. Brown workshop shed (selective demo as required for remediation), and, c. Small white shed (selective demo as required for remediation). (3) Supporting utilities/services, including: a. Biomass heating facility (prefabricated unit), pellet storage silo, and auger, b. Mechanical heating utility lines (above-grade or buried), and, c. Underground Electrical service to utility (NWT Power Corp), and limited underground electrical connections from post-and-rail parking receptacles to main office building. (4) Ancillary site elements such as: a. Limited brush and/or tree clearing & grubbing, b. Landscaping and vegetation, construction of trail to river, gravel pad for mooseskin boat display, and, c. Signage, single flagpole for Canada flag, and Post-and-rail site fencing. (5) Gravel access road development on-site, including: a. Relocated site entrance from hamlet road, b. Restoration of previous gravel access entry to site from hamlet road, and, c. Establishment of site road in front of office and cultural centre building, including parking.
