Transcribed version below: Councilwoman: I'm here with Rusty Whisenhunt this morning, the Director of Public Utilities and we're looking at some of the changes and the progress that's going on here near Ridgecrest School. Tell us what's going on here Rusty. Rusty: Around Ridgecrest School and in this whole map section which is from 38th to 52nd, south of Rogers Lane and north of Cache Road we have 36,000 lineal feet of water line being replaced throughout this neighborhood. This neighborhood was contributing to approximately 120 main breaks a year, which was impacting the schools and the citizens. By doing this line replacement through here, we're replacing all the lines that were causing the breaks. As you can see behind us, there's line construction going on. We're trying to get this around the school completed before school starts. This map section was about a $1 million project and it's funded for the 2019 Capital Improvements Program. It's improving the infrastructure in this area here and that's specific to that one map section. Councilwoman: There's a lot of other places you're working on. I was over on Lindy and 52nd and there's a lot going on there too. Rusty: 52nd Lindy is part of this whole map section that has 35,000 lineal feet of pipe under construction. We also have under the bid opening and we're fixing to go to Council for a ward of map section 10 which is also is from 38th to Sheridan Road, north of Cache Road. That has about 25,000 lineal feet of waterline replacement going on in that neighborhood. It'll be going to Council toward the end of August to award that project, which is about $8 million. Councilwoman: It's just amazing all that's going on and the progress. I'm sure the citizens are feeling a little bit inconvenienced right now but in the long run they'll be happy. Rusty: We require the contractor, after the line is installed, and after the testing is completed on the lines and the new services are hooked in to the residences, they have to restore that area within 45 days so they can keep the cleanup and the restoration going as they move along through the project instead of tearing the whole mile section up. We're making them clean up as they go. Councilwoman: I noticed they were laying some sod over there where they had done some work. Rusty: Yes, all the areas that are disturbed by the construction, the driveways will be replaced, the the ground will be re-sodded and watered in to make sure it grows. Councilwoman: This is a huge project and we're so lucky to have Rusty Whisenhunt, who's been with us so long knows this city like the back of his hand. We're really blessed to have someone with that knowledge and education to do this project. Rusty: In Sherwood Edition, we've got design ongoing in that area for for water line replacements. Also in this area, we have about 8,000 lineal feet of sewer line replacement in design right now. It's all being funded by the 2019 Capital Improvements Program. Councilwoman: There's a lot more going on because this is an older part of Lawton. So you won't see this kind of stuff going on in the newer part because their lines are new. Rusty: That's correct, this area right here and the two sections north of Cache Road between here and Fort Sill Boulevard - those are the areas that are getting the largest amount of line work construction of water lines. But there is line work going on in other areas around the the city but these are predominantly the oldest and the worst condition lines and they're getting a lot of work. Councilwoman: With all the inconvenience that I'm noticing now with people trying to get to their homes, is there prior notification for people Rusty: We require our contractor to go through and hang door notices on all the areas that will be impacted during the the construction process at least two weeks ahead of time before they move into that area. There are some areas like where a driveway has to come out, we have to contact the citizens to make sure they can get their car out of the way. We'll temporary it back so they can still use their driveway. But if you come up on the construction, please be patient. They are working as diligently as they can and we're requiring them to clean up after themselves. The old lines are still in service until the new lines are in place, so those old lines are still apt to break. So by all means, if you get put out of water and you haven't been notified that you're going to be, call that in because that old main could have broke while we're waiting to get the new one in service. Councilwoman: I am noticing that people seem to be pretty patient with it. Maybe because they know things are going to get much better. Rusty: As you see Cache Road, with the restoration of new sidewalks, that's what these neighborhoods will look like. They won't be having new sidewalks put in unless they had sidewalks before, but it will be restored and the driveways will be replaced. The grassing will also be replaced so it will look similar to what's been done on Cache Road. Councilwoman: Rusty, when do you think this area will be completed Rusty: The waterline near Ridgecrest will be completed in the next week. The restoration will be complete about 45-60 days after the line is installed. It's moving across the whole mile section. If you've got stakes in your front yard, that means we're we're fixing to be coming through there. You will be a new main. Councilwoman: How about sewer lines Rusty: The sewer line design is ongoing right now. There are some in this map section here especially along 49th Street. This area, in the sewer rehab program has already been rehabbed, but the lines that were not replaced have continued to age and some of those need replacement and we already working a design to get those replaced. Councilwoman: Our infrastructure was old and it hadn't been updated for a long time so that's why we're having to do complete renovations, not just putting things together. Rusty: We have 425 miles of sewer line and we've got 625 miles of water line and a majority of that is old. When it's under the ground it's outside out of mind until you start having problems with it. Now we're having significant problems that we're having to restore. Councilwoman: It's kind of like our homes.
