The scope of work generally includes signal communication upgrades. The work indicated will be at a minimum, partially funded via Traffic Signal Technologies (TST) grant from the Commonwealth of Pennsylvania, Department of Transportation. The bidding process, contract, and conduct of the work must meet the requirements of the TST grant agreements, which has been entered into by Abington Township, and the Commonwealth of Pennsylvania. The agreements obligates Abington Township to certain compliance requirements. If said compliance requirements are not followed, funding for the project will be at risk. Bidder.s attention is directed to the Technical Specifications Section of the bid package, which contains the TST Reimbursement Agreements and related Additional Special Provisions as an attachment. These documents outline the specific requirements of the TST program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same. Bids will have a tentative award date of August 8, 2024. This project is subject to the Abington Township Responsible Contractor Ordinance, Ord. No. 2193. Bond Notes: Bids are to be submitted on https://pennbid.bonfirehub.com/. Each bid shall be accompanied by a bidder.s bond, certified check or cashier.s check, in favor of Abington Township in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by Abington Township. All bidders must be PennDOT pre-qualified and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents. There is a zero percent verify requirement for DBE participation. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however Abington Township reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law.
