Structure Site No. 3 is a single-purpose floodwater retarding structure designed in 1970 and built in 1971. The structure is an integral part of the Cedar Creek Watershed, a sub-watershed of the Trinity River Watershed. Site No. 3 is located on an unnamed tributary of Brushy Creek, a tributary of Big Brushy Creek, a tributary of Kins Creek, a tributary of Cedar Creek. This site is located approximately 3 miles southeast of Rockwall, Rockwall County, Texas. Scope The work shall consist of the removal, salvage, and disposal of structures (including fences) from the designated areas Estimate: $600,000 - $800,000 The following general items as scope of work: Upstream slope repair consists of stripping and stockpiling the topsoil from the upstream embankment slope, excavating the upstream slope, rebuilding the slope with compacted earthfill, placing rock riprap armoring on the slope and placing topsoil on exposed earthfill areas above the normal water level. Downstream slope repair consists of stripping and stockpiling the topsoil from the embankment slope and top of dam; excavate the slope and crown to the specified lines and grades, rebuilding the slope to 3H:1V; and rebuilding the crown. The slope will be plated with 6-inches of topsoil. The estimated major items of work requiring inspection are: 1,700 FL sediment filters, 12 acres of vegetation establishment; 1,388 SY of geotextile; 7,842 CY excavation; 6,588 CY earthfill, embankment; 260 LF plastic pipe (6" PVC), 971 TN Rock Riprap; slide gate, 12" circular; trash rack; 4,463 LF barbed wire fence; site preparation, Class D, auxiliary spillway; site preparation, Class B, plunge basin. All bids require a bid guarantee in the amount of not less than five percent (5%) of the total bid. PERFORMANCE TIME: 186 calendar days, federal holidays and weather days not included *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Bids may be hand carried to the bid opening, or they may be submitted by mail or handcarried to Lisa Wylie, acting on behalf of the Contracting Officer, Rockwall County Office, 1111 E. Yellowjacket Lane, Rockwall, TX prior to 1:00 p.m. on bid opening day. Bids must be submitted in a sealed envelope labeled: IFB No. RC-24-S-CC3 Bid Opening Date/Time: July 8, 2024, 2:00 p.m. Name and Address of Bidder DUNS number *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. a. Bid Item 1, Structure Removal, Fences (1) This item shall consist of the removal and disposal of the designated fences in the construction area. (2) The limits of fences to be removed shown on the drawings are approximate. Additionally, some fences may exist within the construction areas that are not delineated on the drawings. The actual limits of fences required to be removed will be determined by the Engineer during construction. (3) In Section 3, Removal, Method 2 shall apply. The fences shall be removed to the bottom of the footing and/or post. (4) In Section 5, Disposal, rubbish or non-woody material shall be disposed of by the Contractor at sites of his own choosing away from the construction site as approved by the Engineer. The woody materials shall be disposed by burning and burying at locations approved by the Engineer within the designated work limits or hauled to an offsite location of the Contractor's choosing as approved by the Engineer. Burning shall be accomplished at such times and manner as to minimize the annoyance or discomfort of the inhabitants of the area and not create nuisance conditions. Buried material shall have an earthfill cover of not less than 3 feet. The cover shall be placed in two lifts with each lift compacted by traversing the entire surface with one tread track of the material placement equipment. The top lift shall be mounded at least 6 inches higher than the surrounding undisturbed area to prevent unsightly depressions after settlement. The finished surface of the disposal area shall be uniformly graded to prevent ponding of water. (5) In Section 6, Measurement and Payment, Method 2 shall apply. b. Subsidiary Item, Structure Removal, Slide Gate (1) This item shall consist of the removal and disposal of the existing principal spillway slide gate. (2) In Section 3, Removal, Method 2 shall apply. The trash rack and slide gate shall be completely removed. (3) Separate payment will not be made for this item of work. Compensation for this item will be included in the payment for the bid item Slide Gate, 12", Circular. c. Subsidiary Item, Structure Removal, Trash Rack. (1) This item shall consist of the removal and disposal of the existing principal spillway trash rack. (2) In Section 3, Removal, Method 2 shall apply. The trash rack and slide gate shall be completely removed. TSSWCB-5/30/2024 3-4 TX-CEDAR CREEK, SITE 3 REPAIR (3) Separate payment will not be made for this item of work. Compensation for this item will be included in the payments for the bid item Trash Rack.
