The Chinle Chapter Government is Currently Working on the Del Muerto Headstart Project, Located in DelMuerto, Az, Which Includes; Sidewalk, Gravel Parking Lot, and Fencing Projects. The Projects Have Been a Focus of the Chapter Since 2016 and the Chapter Has Secured Funding for Engineering and Construction Services of the Site. The Chapter is Soliciting Proposals to Perform Engineering and Construction Services for the Chapter Del Muerto Headstart Projects. The Scope of Services Will Need to Meet the Requirements of the Chinle Chapter Government to Include Programming Services, Schematic Design and Design Development, Construction Documents, and Construction. Notice of Award June 28, 2024 Question Deadline 06/10/2024 Questions Related to the Project and the Rfp Shall Be Directed to Walton Yazzie, Chinle Chapter Manager At, Wyazzie@nnchapters.org. Receipt of Rfp's June 14, 2024 Contract Negotiations by July 12, 2024 Evaluation of Rfp's June 21, 2024 Commencement of Work July 26, 2024. The Chinle Chapter Del Muerto Headstart Project Consists of Sidewalk, Gravel Parking Lot, and Fencing Projects and Improvements Sitting on Approximately 5 Acres of Land Located Adjacent to Navajo Route 64. 4. Scope of Services The Chinle Chapter Government Will Receive Proposals for Design/build Services That Meet the Following Project's Objectives: Programming Services to Include a Review of the Current Scope of Work Developed by the Owner. The Plan Includes 1) Sidewalk, 2) Gravel Parking Lot, and 3) Fencing Projects. A. The Design Firm Shall Review and Offer Suggestions to the Conceptual Plan. B. The Firm Shall Also Review for Site Conditions. Schematic Design and Design Development Shall Further Develop the Conceptual Plan Into a Set of Construction Documents That Can Be Reviewed by the Owner. A. The Schematic Design Shall Show the Layout of the Structures and Facilities on the Site. B. The Design Development Phase Should Expand on the Schematic Phase and Begin Showing Details and Dimensions. C. Any Coordination With County Entities, Navajo Nation Utility Companies, Etc. Shall Also Be Provided by the Design Team. D. A Proposed Budget and Schedule Shall Be Submitted for Approval by the Owner. Construction Documents Shall Be Prepared and Submitted for Any Required Permitting. The Documents Shall Also Be Prepared for Cost Estimates for Selected Contractor. During the Design and Construction Phase, the Design Team Shall Assist in Coordination of the Cost Estimate Procedures. Also, During Construction, the Team Shall Provide Construction Administration (Ca) Services, Including but Not Limited to Issuing Asi's, Answering Rfi's, Site Visits, Producing Punch Lists, Coordinating Approvals, Etc. The Design/team, Overall, Must Coordinate With the Project Owner, in Order to Complete Each of the Construction Projects on the Chapter Compound. 5. Project Schedule The Chapter Has Received Sihasin Funding for Design and Construction Activities That Must Be Expensed By the Spring of 2025. The Chapter Would Like to Have the Pre-design Scopes of Work Done as Quickly as Possible, With the Hopes of Design Work Beginning in July 2024. The Proposers Shall Identify a Timeline of Activities for This Scope of Work and Propose a Completion Date When All Reports Will Be Received. Following The Design Scopes of Work, the Design/build Team Will Move Into Preparing Construction Administration Of the Project. This May Include Proposed Construction Schedules and Costs, Which Will Be Reviewed and Approved by the Owner. 6. Qualifications Proposing Firms Shall Provide Proper License and Provide Credentials to Perform This Scope of Work. Firms Shall Demonstrate an Expertise in Providing These Services on Similar Types of Projects. Firms Must Provide at Least Five (5) Previous Projects With Similar Scopes of Work. 7. Submittal Requirements & Evaluation Criteria The Chinle Chapter Government and Project Team Will Evaluate All Proposals and Base the Potential Award On the Following Criteria: Firm Experience - 25 Points: Demonstrate Overall Firm Experience as It Relates to This Project, Including Key Personnel Experience. Previous Projects - 25 Points: List Three (3) Projects That Are Similar in Scope, Including Size, Location, and Complexity. Also List References for Each Project. Value and Cost - 35 Points: the Cost Proposal Will Be Evaluated in Accordance With the Navajo Nation Business Opportunity Act. Overall Quality of the Proposal - 15 Points: the Submittal Will Be Evaluated on Its Overall Quality and Content. 8. Navajo Nation Business Opportunity Act The Navajo Nation Business Opportunity Act Shall Apply to This Request for Proposal. Prospective Bidders Are Encouraged to Familiarize Themselves With These Requirements. The Navajo Business Opportunity Act and Related Forms Can Be Found at Online. The Chinle Chapter Government Reserves the Right to Waive Any Formalities or Irregularities in the Rfp. The Owner Also Reserves the Right to Reject Any or All Bids.
