Brazoria County is seeking proposals from qualified contractors capable of providing marking and paint stripping of airfield pavements, per Federal Aviation Administration standards and specifications, for the Texas Gulf Coast Regional Airport. The scope of work will include painting of the airfield runway, taxiways, aprons and miscellaneous areas to FAA Advisory Circular specifications. The hard copy submission shall be sealed in an envelope or box for delivery to the Brazoria County Purchasing Director per instructions herein. All documents included in the response and the outside of the envelope and/or box must be labeled with the vendor name and the RFP number. SCOPE REQUIREMENTS 2.1 Mobilization The work covered by this section consists of preparatory work and operations, including but not limited to, those necessary for the movement of contractor personnel, their equipment and supplies, to and from the project site. 2.2 Materials Foreign Object Damage (FOD) - the contractor shall provide and maintain equipment and personnel for removal of any FOD debris from runways, taxiways and apron areas. FOD is considered any materials such as dirt, rocks, sticks and trash that can be hazardous to aircraft tire, ingested into the engine or capable of becoming projectiles that would pose a hazard to aircraft and or personnel. 2.3 Surface Preparation This item shall consist of preparation of existing pavement surfaces for painting. This includes cleaning, sweeping and rinsing to help remove dirt, dust and debris, and other foreign objects that may hinder the adherence of paint to the surface. The work shall be accomplished in accordance with these specifications and any applicable drawings. 2.4 Removal of Paint Any existing paint markings that are thick or peeling shall be removed by 90% in order to allow the remaining paint is well adhered to the surface. Any conflicting markings shall also be removed. If any existing rubber deposits that will affect the bond of the new markings shall be removed from the surface. The Texas Gulf Coast Regional Airport will provide clean water on site. 2.5 Runway and Taxiway Painting Painting shall consist of the painting of numbers, markings and stripes on the surface of designated runways, taxiways and aprons. 2.6 Compete specifications and scope of work can be found in Attachment B. Any prospective respondent desiring any explanation or interpretation of the proposal must make a written request which must be received by the Purchasing Department on or before Wednesday, June 26, 2024. The request must be emailed to bidclarifications@brazoriacountytx.gov. Emails must include the project name and number in the subject field. All responses to questions or clarification requests will be answered in the form of an addendum after the question deadline and no later than 5 business days prior to the opening/closing date of the solicitation. Any prospective respondent desiring any explanation or interpretation of the solicitation must make a written request online through Bonfire electronic platform or email the project facilitator as shown in Section Questions Due Date (for Clarifications), which must be received by the Purchasing Department at least five (5) business days prior to the scheduled time for the offer opening. Any information given to a prospective respondent concerning this solicitation will be furnished promptly to all other known prospective respondents as a written amendment/addendum to the solicitation. Brazoria County reserves the right to accept or reject any or all bids/offers as it deems in its best interest and to waive any formalities. BID BOND: If required by the County, all respondents must submit with bid, a Bid Bond for at least five percent (5%) of the total bid price, if the bid exceeds $100,000 in Contract price or if the Contract includes construction of public work. Such Bid Bond issued by a surety, acceptable to Brazoria County, authorized to do business in the State of Texas, is a guaranty that the respondent will enter into a contract with Brazoria County (as outlined in the Instructions/Specifications/Statement of Work and attachments) and that offer will furnish the requisite performance and payment bonds as may be required. PERFORMANCE AND PAYMENT BONDS: In the event the total accepted proposal price exceeds $25,000 the successful respondent must provide to the office of the County Purchasing Director, a payment bond, and if the price exceeds $100,000 the successful respondent must also provide a performance bond, each in the amount of one hundred percent (100%) of the total contract sum within ten (10) calendar days after receipt of notification of bid/proposal award. Such bonds shall be executed by a corporate surety or corporate sureties in accordance with Article 7.19-1, Vernon's Texas Insurance Code. Such corporate surety/sureties shall be duly authorized and admitted to do business in the State of Texas and licensed in the State of Texas to issue fidelity and surety bonds with a Best Rating of "A" or better and have a bonding capacity adequate for the prescribed amount. Brazoria County reserves the right to accept or reject any surety company proposed by the respondent. In the event Brazoria County rejects the proposed surety company, the respondent will be afforded five (5) additional days to submit the required bonds issued by a surety company acceptable to Brazoria County.
