The Lake Arrowhead Community Services District (District) requests written responses to a Request for Proposal (RFP) for the selection of a firm ("Consultant") to provide consulting services for PFAS Treatment Design. The District will, based on qualifications presented in response to this RFP, select the firm(s) best able to expeditiously provide PFAS Treatment Design services. The term of the agreement shall be determined upon need of services and consistent with the District's policies. The purpose of this RFP is to solicit and select a firm to provide Consultant services to augment District staff as it relates to PFAS Treatment Design at the District water treatment facilities. Under the direction of the District's Engineering Department, the Consultant will provide the range of expertise necessary to prepare a PFAS Treatment Design for the District's two surface water treatment plants. All services provided by the Consultant shall be performed by individuals who meet the qualifications, education, and certification/licensing requirements for the position. The successful Consultant shall also have the resources to provide cost effective and timely services,to the District. The proposed scope of services includes: o Preparation of engineered plans and construction bid documents to install equipment that will remove specific PFAS substances from the District's drinking water produced at two surface water treatment plants. o Development of an Operations Plan to obtain an Operating Permit Amendment from the State Water Resources Control Board Division of Drinking Water. o Support during bidding and construction. A Preliminary Design Report describes the system details, PFAS concentrations, and recommendations in Exhibit A attached to this RFP which is incorporated herein by reference. Time is of the essence on this project and will be a consideration during the selection process. Funding for this project may be provided in full or in part through an agreement with the State Water Resources Control Board. California's Drinking Water State Revolving Fund is capitalized through a variety of funding sources, including grants from the United States Environmental Protection Agency and state bond proceeds. As such, the Consultant agrees that only licensed professionals will be used to perform services under this RFP. All technical reports required pursuant to this RFP that involve planning, investigation, evaluation, design, or other work requiring interpretation and proper application of engineering, architectural, or geologic sciences, shall be prepared by or under the direction of persons registered to practice in California pursuant to Business and Professions Code, sections 5536.1, 6735, 7835, and 7835.1. To demonstrate compliance with California Code of Regulations, title 16, sections 415 and 3065, all technical reports must contain a statement of the qualifications of the responsible registered professional(s). As required by these laws, completed technical reports must bear the signature(s) and seal(s) of the registered professional(s) in a manner such that all work can be clearly attributed to the professional responsible for the work. The District will make a good faith effort to consider Disadvantaged Business Enterprises in accordance with 40 CFR 33.301 All proposals and questions regarding this RFP shall be directed in writing to: Scott Schroder at sschroder@lakearrowheadcsd.com. No postmarked proposals will be accepted. Once submitted, proposals, including the composition of the consulting staff, cannot be altered without prior written consent of the District. All costs associated with preparation of any proposal shall be the sole responsibility of the proposer. Each proposal shall be limited to a maximum of 6 pages, using minimum 12-point font size. Full resumes provided will not be included in the 6 page limit. DUE DATE FOR QUESTIONS IS Friday, June 7, 2024 AT 5:00 pm. Prior to award of the agreement, all proposals will be designated confidential to the extent permitted by the California Public Records Act. After award of the agreement, or if not awarded, after rejection of all proposals, all responses will be regarded as public record and will be subject to review by the public. Any language purported to render confidential all or portions of the proposals will be regarded as noneffective and will be disregarded The District reserves the right to reject any and all Proposals and to waive informalities and minor irregularities in any proposal reviewed. The District may reject any proposal that does not conform to the instructions provided in this RFP. Additionally, the District reserves the right to negotiate all final terms and conditions of any proposal received before entering into a final contract. The method of Contractor Selection has not been Determined at this time.
