As of November 26, 2025, this project is waiting for state bonding dollars. The design is 90% complete. A timeline for bidding and construction has yet to be announced. The City of St. Cloud, Minnesota is soliciting proposals from interested consultants for professional services related to design phase services for the Nutrient, Energy & Water Recovery Facility (NEW RF), Digester Upgrades and Renewable Energy Improvements. The desired services include, but are not limited to, conducting technology reviews and workshops; tech memo development; preparation of plans and specifications; preparation of bidding documents; and provisions for possible professional services related to construction phase management. Proposed Improvements include; o Full conversion of secondary digester(s) to primary digester, o Rehabilitation or replacement of digester covers, o Replacement of digester mixers and draft tubes where necessary, o Installation of a 3rd dedicated heat exchanger, including piping, valves (including mixing valve), hot water circulating pump and instrumentation, o Replacement of existing draft tube mixers, matching same spec of 2022 mixer, *Reinstallation of Digester 1 mixer previously replaced, to new cover, o Instrumentation upgrades. The proposal submitted by the Consultant shall include a technical description of the planned approach to accomplishing the Work Plan; including tasks to be performed, methods to be employed, areas of special emphasis, an estimate of the time required to complete the various elements, and the number and qualifications of the people that will be needed to accomplish the Work Plan. The Consultant must demonstrate an understanding of the project requirements, the capability to provide the requested services, and a commitment to meet the proposed schedule. This phase includes preparation of detailed plans, specifications and bid documents. In the proposal explain, Final Design Services must be completed with plans and specifications delivered to the MPCA by the CWRF deadline, which is 6 months after the PFA approves the 2025 CWRF IUP. As of November 20, 2025, project has completed design and is ready to be bid, 2026-27 construction. No general contractor yet. There may be some earlier construction milestones that will be completed in order to comply with Inflation Reduction Act related requirements. This may need to occur as early as before December 31, 2024.
