2024 Construction Management Support Projects Supported: 74th Ave Trail (STPU-2695(001)) Project Descriptions: 1. 74th Ave Trail This project will construct a 12 wide multi-use trail along 74th Ave from 197th St to 204th St. Improvements will include street lighting, ADA compliant features, some utility relocations and landscaping. Actual date of project completions may vary based on construction Notice to Proceed and construction progress. All projects are expected to be complete in 2024. SCOPE OF SERVICES The Construction Management firm, and the assigned Construction Manager, shall be able to provide the services listed below for each project. The four projects may be under construction simultaneously and the Construction Manager will have to coordinate the needs of each project accordingly. The City of Arlington will provide CM Office space at the Public Works Admin building at 154 Cox Street, this will include internet and printer access. The assigned Construction Manager is expected to be on site at the CM Office full-time for the duration of the projects. The Arlington Public Works staff will provide support services to assist with the management of these project, services include on-site inspection services (water, sewer, storm, grading, paving) and project administration and document tracking. Services by Construction Management firm may include, but are not limited to, one or more of the following: Construction Support Review of contractors submittals/shop drawings, Monthly contractor pay request development, review and submission to the City for approval., On-site construction observation and material tracking, Project documentation such as IDRs, FNRs and DBE tracking. Contract Administration and Office Engineering Assist in acquiring and reviewing documents and records for compliance with City, State and Federal requirements. To include, but not limited to: All required DBE monitoring and reporting (Each project will have its own assigned DBE goal). Manufacturers Certificates of Compliance for required materials (i.e. Buy America) Coordination and scheduling of Materials Testing (City will contract Materials Testing separately) Prepare construction change orders, negotiate with Contractor, and make recommendations. Review and provide written recommendation for Contractor claims. Prepare monthly progress report, invoice and cost data for consultant services and submit to City for review and payment. Submittal review and tracking: mix designs, materials, progress schedules and traffic control plans. Review and respond to RFIs. Log and track all RFIs and responses. Track documentation in both electronic and paper formats. Field Inspection Provide the services of a Project Inspector who will observe and track the progress of construction of each project. Inspect Contractors work to ensure that the project is built according to the Plans and Specifications. Record Contractors work progress and prepare Inspectors Daily Reports. Track all material quantities and prepare and submit Field Note Records. Draft Pay Estimates for City review and approval. Monitor the Contractors traffic control procedures and systems and provide recommendations including signage and notification of changes. Title VI Statement The City of Arlington, in accordance with the provisions of Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Voluntary SBE Goals A voluntary goal amount of ten percent (10%) of the Agreement is established. The consultant shall submit a SBE Participation Plan prior to commencing work on the Agreement. Although the goal is voluntary, the outreach efforts to provide SBE maximum practicable opportunities are not.
