Site work for a water / sewer project in St Petersburg, Florida. Completed plans call for site work for a water / sewer project.

The purpose of this project is to replace approximately 3,800 linear feet of existing 20-inch diameter PCCP force main pipe with new 20-inch diameter PVC force main pipe on Duhme Road from the intersection of American Legions Drive and Duhme Road to 53rd Avenue North, and all related appurtenances to complete the project. QUESTION SUBMISSION DEADLINE: October 1, 2025 ALL QUESTIONS MUST BE SUBMITTED IN OPENGOV WITHIN THE QUESTION & ANSWER SECTION. LIQUIDATED DAMAGESA. The County and the Contractor recognize that, since time is of the essence for this Agreement, the County will suffer financial loss if the Work is not completed within the time specified. B. The County shall be entitled to assess, as liquidated damages, but not as a penalty, $1,456.00 for each Calendar Day after the Contract Time. The Project shall be deemed to be completed on the date the Work is deemed complete to the satisfaction of the Design Professional/Engineer/Project Manager. The Contractor hereby expressly waives and relinquishes any right which it may have to seek to characterize the above-noted liquidated damages as a penalty. The parties agree that the liquidated damages sum represents a fair and reasonable estimate of the County's actual damages at the time of contracting if the Contractor fails to complete the Work in a timely manner. All bids must be accompanied by a Bid Bond guarantee in the sum of 5% of the base bid and made payable to Pinellas County performance bond and a payment bond in the form prescribed in this solicitation, and each in the amount of 100% of the agreement amount a goal of (5%) has been established for participation by SBE firms as subcontractors The work specified under this Section consists of all materials 42 and labor necessary to complete the survey effort by the Contractor to 43 completely construct, quantify, and document the project to the satisfaction of 44 the Engineer. The Contractor must employ or retain the services of a Florida 45 registered Professional Surveyor and Mapper, pursuant to Chapter 472 46 Florida Statutes and Chapter 5J-17 Florida Administrative Code, to satisfy all 47 the requirements specified in this section of contract specifications. Additionally, the Contractor must be responsible to perform all efforts in 1 acceptable standard methods. The Contractor must thoroughly familiarize 2 themselves with the plans, specifications, and on-site field conditions to 3 submit a lump sum bid that will include all means and methods necessary to 4 satisfy the survey and layout requirements of this project, any required 5 survey for validation of earthwork quantities, and survey required to produce 6 as-built/record drawings. All field books and calculations, related to survey 7 efforts must be available to the County upon request, for a period of one (1) 8 year after construction completion. 9 10 a. Survey and Layout 11 12 This work must include providing all lines, grades, boundaries and 13 required survey and/or layout necessary to construct and inspect the 14 project in accordance with approved plans and specifications. All right-15 of-way and easement boundaries and centerline control points must 16 be established and maintained through the contract period by the 17 Contractor. If damaged, they will be restored at no additional cost to 18 the County. 19 20 b. As-Built Survey 21 22 The Contractor must provide the as-built survey to the Engineer, 23 signed and sealed by a Florida registered Professional Surveyor and 24 Mapper, within twenty-five (25) days after receiving a written request 25 from the Engineer. Contractor's Surveyor must make all field books 26 and calculations available for review by the Engineer or his designee. 27 The as-built survey must include all items highlighted on marked-up 28 plans, or defined by other means, provided by the Engineer of Record 29 as part of the construction documents. In the event a set of highlighted 30 marked up plans were not provided as part of the bid process, the 31 items that require as-built surveying must include: 32 33 1. Control structures - weir and grate elevations and dimensions 34 2. Ponds - top of bank, toe of slope, and contour elevations to 35 reflect side slopes 36 3. Other items (when specified in Technical Special Provisions or 37 Supplemental Specifications) The work specified under this Section consists of the preparatory 19 work and operations in mobilizing to begin work on the project, including but 20 not limited to those operations necessary for the movement of personnel, 21 equipment, supplies and incidentals to the project site(s), and for the 22 establishment of temporary offices, buildings, safety equipment and first aid 23 supplies, sanitary and other facilities as required by these specifications, 24 special provisions, and state and local laws and regulations. The work specified under this Section consists of the maintaining 26 of vehicular, bicycle and pedestrian traffic within the limits of the project for 27 the duration of the construction period, in accordance with the requirements 28 of Section 102 of the FDOT Specifications, as amended herein. All streets 29 where work is not being conducted must be kept open to two-way traffic, and 30 one (1) lane of traffic where work is being conducted will be permitted 31 provided that flagmen are used, and prior approval is obtained from the 32 County. The Contractor will not be permitted to isolate residences or places 33 of business. Access must be provided to all residences and all places of 34 business whenever construction interferes with the existing means of access. 35 Any proposed closure of side streets to local traffic, requires County pre36 approval on each occasion, and notification by Contractor to affected 37 property owners and emergency services fourteen (14) days in advance, 38 unless otherwise approved by the County Traffic Engineer or the County 39 Engineer. The work specified under this section consists of furnishing all 26 labor, materials, equipment, and tools required for temporary pavement 27 markings applied and installed within the limits of construction and 28 maintenance of this project. All work specified under this Section must 29 conform to the requirements of Section 102 of the FDOT Specifications and 30 in accordance with Pinellas County Specifications, except as amended 31 herein. Work specified under this Section consists of the removal of 3 muck, clay, rock and all other types of unsuitable material and must include 4 the furnishing, transportation, placement and compaction of fill material as 5 replacement for unsuitable material. The location and quantity of unsuitable 6 material is estimated, and is approximate only. The removal of unsuitable 7 material may be required at additional locations to be determined in the field 8 by the Engineer, after unsuitability is confirmed by testing laboratory. For 9 roadway construction in general, unsuitable material must be removed to the 10 depth shown in the plans, or as directed by the Engineer in the field. 11 Underneath footings, structures and pipes, unsuitable material must be 12 removed a minimum depth of four (4) feet below proposed grade, or as 13 directed by the Engineer in the field, and backfill immediately with suitable 14 material. Where the removal of plastic soils below the finished earthwork 15 grade is required, meet a construction tolerance of plus or minus 0.2 foot in 16 depth and plus or minus 6 inches (each side) in width. A. There are incidental items of work that are required to complete the Project. 15 While these items may not be specifically mentioned or illustrated by the 16 Contract Documents and there may be no specific pay items listed for them, 17 the Contractor will be required to perform those incidental tasks that can be 18 anticipated through inspection of the Contract Documents, inspection of the 19 construction areas, and experience in this class of construction. 20 21 B. Items considered incidental work shall not be measured for payment or paid 22 for as such unless specified as unit price by items on the Bid Form. These 23 items and their costs shall be included in the unit prices or lump sum bid for 24 the pay items unless bid separately. Incidental items include but are not 25 limited to the following: 26 27 1. Safety Precautions 28 29 2. Permits. 30 31 3. Project sign(s) - Up to 2 signs at location(s) directed by the Owner. 32 33 4. Temporary utility connections. 34 35 5. Coordination with utilities for relocations or support services (including 36 relocations, removal, and replacement of ancillary appurtenances). 37 38 6. Clearing and grubbing/tree removal. 39 40 7. Stakeout and surveying. 41 42 8. Site security. 43 44 9. Temporary lighting. 10. Bedding materials as detailed (excluding materials required to replace 1 trench undercutting). 2 3 11. Handling, placing, manipulating, and compacting excavated material 4 suitable as backfill material. 5 6 12. Temporary pipe thrust restraint. 7 8 13. Maintenance of pipeline operations during pipe shutdowns. 9 10 14. Testing materials, equipment, media, and execution. 11 12 15. Offsite disposal of surplus and unsuitable excavated material. 13 14 16. Offsite disposal of pipe and appurtenances removed. 15 16 17. Daily site cleanup. 17 18 18. Allaying of dust. 19 20 19. Temporary pavement. 21 22 20. Site cleanup. 23 24 21. Recordkeeping. 25 26 22. Project meetings 27 28 23. Submittals. 29 30 24. Grading. 31 32 25. Excavation. 33 34 26. Pavement/concrete removal. 35 36 27. Dewatering. 37 38 28. Backfill. 39 40 29. Compaction and grading. 41 42 30. Testing. 43 44 31. Appurtenant work and materials required for a complete and operable 45 system. 32. Documentation of pre and post construction conditions (construction 3 records) with photographs and color audio-video of all areas in the 4 Contract. 5 6 33. All other items required to complete the project, for which pay items are 7 not provided, will not be measured nor paid for as such, but their cost 8 shall be included in the price for other items of work. 9 10 C. The prices included in the Schedule of Prices will be full compensation for all 11 labor, materials, tools, equipment and incidentals, permit fees, bonds, taxes, 12 mobilization/demobilization, insurance, overhead and profit, temporary 13 access roads and facilities, and other miscellaneous costs necessary to 14 complete the construction as shown on the Drawings and/or as specified in 15 the Contract Documents to be performed under this Contract. Actual 16 quantities of each item bid on a unit price basis will be determined upon 17 completion of the construction in the manner set up for each item in this 18 section of the specifications. Payment for all items listed in the Schedule of 19 Prices will constitute full compensation for all work shown and/or specified 20 and required to accomplish the intent of this Contract. 21 22 D. The actual amounts of work done, and materials furnished under unit price 23 items may differ from the estimated quantities. In some cases, a unit price 24 item has been added to the bid schedule to establish a cost basis in the 25 event work associated with that item is required. No guarantee is expressed 26 or implied that the quantities shown in the bid schedule shall be required to 27 fulfill the Contract. 28 29 E. Payment for any stored material or equipment shall not imply that the 30 material or equipment meets the Contract Specifications or that it will be 31 found acceptable when incorporated into the Work. 32 33 F. Retainage and other payment conditions apply to all payments. The purpose of our geotechnical study was to obtain information on the general subsurface conditions at the proposed project site. The subsurface materials encountered were evaluated with respect to the available project characteristics. In this regard, engineering assessments for the following items were formulated: o Subsurface soil conditions and general location and description of potentially deleterious materials encountered in the borings which may have an impact on the proposed construction. o Identification of the existing groundwater levels and estimated normal seasonal high groundwater fluctuations. o Existing pavement and base layer thicknesses. o Evaluation of the subsurface soil properties and general recommendations for the proposed constructions. o General site preparation recommendations including the suitability of excavated soils. The following services were performed to achieve the above-outlined objectives: o Requested utility location services from Sunshine811. o Obtained Pinellas County permit to perform the requested services within the existing roadway. o Performed a total of 4 Standard Penetration Test (SPT) borings to depths of 25 to 30 feet at the project site. Borings were spaced at approximately 1,000-foot intervals along the alignment. o Visually classified and stratified soil samples in the laboratory using the Unified Soil Classification System. o Reported the results of the field exploration and engineering analysis. The results of the subsurface exploration are presented in a written report signed and sealed by a professional engineer specializing in geotechnical engineering.
