The Whitehorse Spillway stoplogs consist of a set of ten stoplogs that are stacked upstream of one of the spillway gates to isolate the gate from Schwatka Lake, the reservoir upstream of the Whitehorse Dam, so the gate can be tested, inspected and maintained. The current stoplogs are from the 1950’s and are constructed with wood seals. The current seals leak excessively and do not allow for safe work downstream of them. YEC would like to refurbish the stoplogs and upgrade to rubber seals to reduce the leakage and achieve Single Device Isolation (SDI) Certification for the stoplogs. SCOPE OF WORK The objectives of the refurbishment are to repair and recoat the existing stoplogs and to retrofit the stoplogs with a new rubber seal design to replace the current wood seals. The Scope of Work for this project includes the following tasks: 1. Loading and transportation of the existing stoplogs to the Contractor's shop. 2. Removal and disposal of the existing wood seals on the top, bottom, and sides of the stoplogs. 3. Initial baseline measurements and inspections of the stoplogs after the seals and coating are removed. 4. Drafting shop drawings of the stoplogs before fabrication and updating to match final fabrication of the stoplogs. the shop drawings 5. Supply of all new materials, consumables, labour, and equipment required for refurbishment of the stoplogs. 6. Fabrication, welding, and machining work to suit the new seals and for refurbishment of the stoplogs. 7. Additional repairs, if required and as directed by YEC, to address any existing damage or warping of the base structure of the stoplogs. 8. Final measurements and inspections of the stoplogs before recoating. 9. Removal of the existing lead-based paint, and recoating of the stoplogs. 10. Installation of new rubber seals, bumpers, bearing bars and associated appurtenances. 11. Fulfilment of all testing, quality, and document submittal requirements in accordance with the Contract requirements. 12. Delivery to Site of the refurbished stoplogs and unloading into the storage area in the correct installation order.
