Conway Installation of Reduced Pressure Backflow Assembly Devices The Housing Authority of the County of San Joaquin and its non-profit organization, Delta Community Developers Corp. (collectively called "Authority") are seeking quotes from qualified and licensed and bonded C-36 Pipeline Contractors, C-34 Plumbing Contractor, or Class "A" General Engineering Contractors (Contractor) to install three (3) reduced pressure backflow assembly devices at Conway Homes (2527 Georgia Ave., 2515 Colorado Ave. and 2515 Alabama Ave.).The scope of work for the project is provided below in this QSP. All local, state and federal codes and regulations shall be followed by the Contractor. This project is subject to Davis-Bacon prevailing wage rate laws. All Contractors and all tiers of subcontractors working on this project must register with the Department of Industrial Relations (DIR) to bid on projects and maintain current this registration pursuant to Labor Code Section 1725.5. Due to the estimated cost of this procurement falling under the Small Purchase Threshold of $250,000.00, the Authority is procuring these services using an informal request for Quotes for Small Purchase (QSP) process. This informal QSP process means formal Request for Proposals (RFP) requirements and formal protest procedures do not apply (i.e., bid bonds, public bid opening, etc.). Questions Deadline: Friday, June 7, 2024 at 12:00 p.m., PST Anticipated Start Date: June 2024 (Actual Date to Be Determined) The Authority reserves the right to issue modifications to this QSP at any time, award the proposed project to more than one firm, reject all proposals, and ask for any clarifications or verifications from Proposers at any time *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project. The Contractor shall furnish all labor, materials, tools, equipment, transportation and supplies necessary to install all reduced pressure (RP) backflow assembly devices, including but not limited to, the concrete pad, signage, and painting each devices The installation of each RP backflow assembly device will be in accordance with the CalWater Construction Standards and Specifications (see Attachment J & K). Installation instructions and details are included in Conway Homes Backflow Improvement Plan by Siegfried Engineering 2. Sizes of devices are per the Conway Homes Backflow Improvement 3. The backflow device shall be equal in size to the corresponding water meter. 4. The installation of the RP backflow assembly device must be inspected by CalWater Cross-Connection Specialist before the trench is backfilled. All permits will be obtained by the Contractor, and fees will be paid by the Authority. 5. A full submittal package is to be submitted to CalWater for approval prior to ordering RP backflow assembly device. 6. The Contractor is responsible for replacement of existing sidewalk and or asphalt that has been cut or damaged during construction and is to be replaced with materials that are equal or better than what was used originally.
