Reference Number 0000271803 Question Acceptance Deadline 2024/06/27 02:00:00 PM EDT PROJECT OVERVIEW Throughout the winter months, a primary objective of Physical Resources to reduce snow and ice hazards on main campus sidewalks, steps, ramps, curb cuts, roadways and parking lots. Walkways have ice preventative applied in the morning and throughout the day as required. Access to selected University walkways and stairways will be restricted during the winter months to facilitate an increase in the frequency of snow and ice removal performed on unrestricted walkways and stairways. Historical Priorities for winter maintenance: 1. Roads, parking lots and bus routes. 2. Ontario Veterinary Hospital 3. Fire routes including escape doors and stairways. 4. Sidewalks, ramps, curb cuts and parking stalls used by individuals with disabilities. 5. Sidewalks and main building entrances. The department of Physical Resources, along with Parking Services and Residence Administration play a critical role in the daily operations of the University, is seeking to understand how it can maintain clear roadways, pathways, sidewalks, steps and parking lots on campus through an alternate delivery method. Currently the University has a team of unionized employees who, which is augmented with contracted winter staffing to manage all campus winter maintenance requirements. However, the University has recently begun to investigate alternate service delivery options, and outsourcing work when it is deemed economically advantageous and more efficient. To that end, the department is looking to outsource a portion of its winter maintenance requirements to help to continue to ensure a clean, safe, and efficient environment for students, faculty, staff and visitors. The University is requesting proposals for the supply of snow removal and surface treatment services for the fifty-six (56) parking lots located on its main campus. This work includes, but is not limited to, snow clearing, ice control, snow removal, and application of traction control materials. PROJECT OBJECTIVES The primary purpose of the project is to ensure safe, efficient and reliable Winter Maintenance Services for the parking lots at University of Guelph Main Campus while allowing the University to utilize current resources more effectively. The successful respondent is to provide Winter Maintenance Services from November 1st to April 30th of each year of the contract. Note, during the months of November and April, when demand for services may be very uncertain, services shall only be provided if specifically requested by the University. The University's expectation is to engage in a multi-year contract with a professional Winter Maintenance company to maintain safe, efficient and reliable services in an effective manner. Site Plans Site locations and campus maps located in Appendix F - Site Specifications and Appendix G - Campus Map are for reference only. Prior to submitting a proposal, Respondents are encouraged to attend a Non-Mandatory Pre-submission Site Meeting to help them obtain a full, clear and comprehensive understanding of the scope and specific environmental conditions of the work involved for each location. The successful respondent shall arrange a meeting with the designated University contact -Grounds Manager prior to the start of each winter season in order to review plans and requirements for the upcoming Winter Maintenance season SERVICE SUMMARY The University is looking to contract out three (3) services as part of its Winter Maintenance Services for the fifty-six (56) parking lots on the main campus. These services include: Snow Clearing Ice Control Snow Removal (as requested)
