Reference Number 0000354845 Design Build for Maple Avenue Retaining Wall Construction Question Deadline 06/20/2024 at 2:00 PM ET Questions are submitted online No. Questions regarding this solicitation must be emailed and received by the Purchasing Agent at ecardillo@westerlyri.gov . Description of Project: THE TOWN OF WESTERLY, a municipal corporation having its territorial limits within the County of Washington and State of Rhode Island (herein after referred as the “Town”), is requesting responses from qualified firms (including individuals) and/or Contractors to design and construct a concrete block retaining wall to replace an existing stone retaining wall located along the western boundary of Maple Avenue that abuts the residential properties at 8 School Street and 10 Maple Avenue. Maple Avenue is an approximately 250 feet long dead-end road located off School Street that is surrounded by residential properties. The right-of-way contains subsurface utilities consisting of sanitary sewer, public water, natural gas, and associated service connections. A utility pole that contains overhead wires for electricity and telecommunications services is located along the westerly side of Maple Avenue, approximately 4 to 5 feet from the retaining wall. An existing dry-laid stone retaining wall that is approximately 63 feet long is located along the western extent of the Maple Avenue right-of-way, bound to the south by a concrete retaining wall at the driveway entrance for 8 School Street, and bound to the north by a retaining wall finished with timber railroad ties at 10 Maple Avenue. The western extent of the Town right-of-way is located along the retaining wall. A drawing that contains survey information for the western extent of the Maple Avenue right-of-way that was prepared by Joseph Toscano in January 2023 is included in Appendix E. A drawing of the existing conditions that depicts the approximate location of the utilities, retaining walls and relative surface elevations that was prepared in April 2024 by the Town of Westerly Engineering Division is included in this RFP. A drawing that depicts the approximate layout of the proposed concrete block retaining wall is also included in this RFP. The proposed scope of work consists of a base bid for constructing a concrete block retaining wall adjacent to the existing stone retaining wall along Maple Avenue at the 8 School Street property, with an additional alternative for extending the concrete block retaining wall along the existing retaining wall at 10 Maple Avenue. The base bid scope of work consists of constructing a concrete block wall approximately 3 feet from the existing 63-foot-long section of dry laid retaining wall located between the driveway and parking lot retaining walls associated with the properties at 8 School Street and 10 Maple Avenue. Where the proposed wall terminates to the north adjacent to the existing wall finished with timber railroad ties at 10 Maple Avenue, the proposed “return” wall shall extend westward and tiered down progressively from the top block to the bottom block so that the wall can be extended in the future (should the additional alternative not be authorized simultaneously with the base bid). The finished wall shall include additional “return” blocks at the wall terminus for minimal gap between the new and existing walls. The proposed wall shall extend approximately 6 inches above the final restored pavement surface elevation of the abutting Maple Avenue. The proposed wall shall be constructed with the EZ Block Wall system by United Concrete Products or approved equal. The area between the existing and proposed walls shall be constructed with drainage aggregate wrapped in filter fabric and a water collection system. The base bid includes installation of a steel guardrail completed with end caps within the pavement parallel and directly adjacent to the extent of the proposed wall. Completion of the following activities shall be considered incidentalto the construction of the proposed wall: provision of all required submittals; protection of existing utilities; removal and disposal of any components of the existing stone retaining wall; any earth excavation, and the furnishment, placement, grading and compaction of subgrade materials; furnishment of any temporary excavation and/or retaining wall support measures; furnishment, placement and compaction of backfill materials; furnishment and installation of filter fabric and any other geosynthetic materials required for wall installation; furnishment and installation of the wall water collection and drainage system; restoration of all disturbed asphalt and vegetated surfaces to their preexisting condition, with the exception of the area along Maple Avenue in the proximity of the proposed guardrail; furnishment, and the installation, maintenance and subsequent removal of measures for soil management and erosion control. Complete construction of the proposed concrete block wall will be paid as a lump sum and shall include costs for all incidentals. The completion of following items within the paved area of Maple Avenue shall be considered separate from the concrete block wall construction and shall be paid for in accordance with the unit rates for each line item: asphalt sawcutting; removal and disposal of asphalt; furnishment, placement, grading and compaction of asphalt subgrade materials; asphalt patching; and the furnishment and installation of the guardrail. The proposed guardrail shall consist of steel beam guardrail complete with terminal end sections installed within the area of asphalt, in accordance with RIDOT standard details and specifications. The additional alternative bid consists of extending the concrete block retaining wall (from where it terminates in the base bid) to the lateral and vertical extents to encompass the existing retaining wall finished with timber railroad ties at the 10 Maple Avenue property. The items identified as incidental to the concrete block wall of the base bid shall also be considered incidental to concrete block wall construction in the additional alternative bid. The private property owner will remove any obstructions, including the existing wood staircase, necessary to complete the proposed scope of work. The contractor shall submit a design plan for approval prior to construction. The private property owners have indicated that they will approve of access onto their properties as required for completion of the proposed scope of work, and the Town will obtain right-of-entry approvals from those private property owners. The owner of the 10 Maple Avenue property will remove the garage located adjacent to the wall prior to the start of wall reconstruction. The Contractor shall submit a proposed project timeline with the submitted bid that provides a breakdown of tasks and associated timeframes for completion of the project, including a timeframe when garage removal is recommended. The Contractor shall not inhibit access to any of the driveways located along Maple Avenue without prior coordination and written approval from the property owner(s). All disturbed surfaces shall be restored to the existing surface grades unless modification(s) of surface grades proposed by the Contractor are approved by the Town prior to restoration. The top stone of the existing stone retaining wall and the asphalt area of Maple Avenue directly adjacent to the retaining wall shall be removed and resurfaced with pavement to drain away from the proposed wall. Disturbance of any asphalt driveway aprons shall be coordinated with the private property owner in advance, and restored with asphalt so that surface runoff does not drain onto the private property. Disturbed asphalt surfaces shall be restored with 3 inches of Class 12.5 hot-mixed asphalt (HMA). Any disturbed grass areas shall be restored with 4-inches of loam and seed. Approximate Work Start Date: July 15, 2024 Approximate Work Completion Date: September 27, 2024 Firm Work Completion Date: October 18, 2024 The contractor shall begin work within the time stated above and shall perform the work diligently thereafter to complete all the work contemplated by this contract by October 18, 2024.
