The City of Carlsbad (City) is requesting proposals from qualified engineering firms to develop engineering plans and environmental permitting for the construction of two new access ramps that are compliant with Americans with Disabilities Act (ADA), from Carlsbad Boulevard to the beach access locations; (1) North of Pine Avenue and (2) Tamarack State Beach Park, Capital Improvement Project (CIP) Project Last day for pre-submittal written questions by 5 p.m. June 27, 2024 Q&A addendum posted July 3, 2024 Selection panel recommends Consultant August 2024 Recommendations to City Council/award of contract October 2024 Notice to Proceed November 2024 Pre-Bid Meeting: No All pre-submittal written questions must be received prior to June 27, 2024 at 5 p.m. All questions related to this solicitation shall be submitted in writing through the eBidding . Questions received after 5 p.m. on June 27, 2024 may not be considered. Questions or clarifications deemed by the City to be material shall be answered via issuance of an Addendum and posted to the City's online bidding service. Only questions answered by formal written addenda shall be binding. Oral and other interpretations or clarifications shall be without legal effect. It is the Proposer's responsibility to be informed of any Addenda that have been issued and to adjust its Proposal accordingly Once the deadline is reached, no further submissions are accepted into the system. Once the Due Date and Time has passed, bidders, proposers, the general public, and City staff are able to immediately see the results online. City staff may then begin reviewing the submissions for responsiveness, compliance and other issues. The engineering firm to be awarded the contract shall be known as the Consultant and shall be retained through the completion of the project, including any contract time extensions. The Consultant shall provide one lead individual who shall assume overall responsibility for project management and design services, and who shall be available to report directly to the Citys Project Manager for this project. Upon entry of their proposal, the system will ensure that all required fields are entered. The system will not accept a proposal for which any required information is missing. This includes all essential documentation and supporting materials and forms requested or contained in these solicitation documents. The City, at its option, may respond to any or all questions submitted in writing via the City's eBidding or received via email in the form of an addendum. No other responses to questions, oral or written, shall be of any force or effect with respect to this solicitation. Any changes to the Contract Documents through addendum are made effective as though originally issued with the RFP. The Proposer shall acknowledge the receipt of any Addenda at the time of Proposal submission. Submissions via e-mail or fax will not be accepted. The City is open to receiving responses from single entities or from entities that represent multiventures. The City may, in its sole discretion, consider the information submitted in response to this RFP during the development of a competitive solicitation, if one is pursued. Please clearly indicate if any designs, materials or other submitted information is proprietary.
