Site work and renovation of a mixed-use development in Wilmington, Delaware. Completed plans call for the renovation of a 7,500-square-foot, two-story above grade playground / park / athletic field; and for site work for a water / sewer project.
Sealed bids are invited by the New Castle County Department of Public Works for New Castle County's Ivyside, a vacant stone farmhouse on the National Register of Historic Buildings. Two and 1/2 stories high it has a total gross area of 7,500 +/- square feet including the basement. Ivyside was built in several stages beginning at the end of the 18th century. The main block was constructed in the mid-19th century. Several small additions: porches, kitchen and storage followed, continuing into the 20th century. The work encompasses but is not limited to: Establishing structural stability throughout the building with new and repaired framing. Achieving integrity of the building envelope including new windows and re-roofing and flashing.Connecting the project site by a force main and pumping station to a public sewer in a nearby development.Bringing a water line from Naamans Road to the project site.Bringing a new electric service from Naamans Road to a service entrance and an electric panel inside Ivyside.Demolishing a failing kitchen addition and recreating it. The wok must be carried out with attention to protecting Ivyside's historic fabric and in accordance with the Contract Drawings and Specifications. The last day for questions is October 22, 2024 at 2:00 p.m. PREQUALIFICATION Prequalification on this project is required to ensure contractors have the necessary working experience with structures and buildings on the National Register of Historic Buildings or equivalent historic status. The bidder is required to complete the Prequalification and Review Form as well as a notarized Experience Questionnaire. Bids shall be accompanied by a bidders bond or certified check in an amount equal to 10% of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made to the lowest responsible bidder. The County reserves the right to reject any and/or all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond must be included with the Proposal. Any deviation from these instructions may result in the rejection of your bid. The successful Bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. ALCOHOL & DRUG TESTING New Castle County Code, Section 2.05.305 requires contractors and subcontractors who work pursuant to a Public Works contract to implement a mandatory alcohol & drug testing program for their employees. Included in the specifications for this project is an affidavit for certifying compliance with the Code requirements. This affidavit must be executed and submitted with the bid. Failure to submit the affidavit by that time shall result in the County's inability to consider your bid for award. Forms submitted by facsimile will not be accepted. PREVAILING WAGES The payment of prevailing wages as determined by the State of Delaware, Department of Labor to all mechanics and laborers working on this project is required. A schedule of the rates applicable to this project is included in the specifications. MBE/WBE PARTICIPATION Minority and Women Business Enterprises (M/WBE) will be afforded full opportunity to submit bids. Bidders will not be subject to discrimination on the basis of race, color, national origin, sex, religion, age, disability, gender identity or sexual orientation in consideration of this award.
