Toronto Community Housing Corporation (TCHC) is seeking a Vendor(s) for the provision of construction services at various locations. TCHC will be awarding 220 Oak Street and 300 Dufferin Street to the highest ranked Proposal for each location. TCHC will use this RFPQ as a method to develop and maintain a list ("roster") of Vendors who meet the minimum standards to be considered for the subsequent construction manager at risk projects which will work in close collaboration with TCHC to execute for additional select locations. This prequalification process gives the Proponent an opportunity to demonstrate their team's experience and capabilities through a set of rated criteria as set out in the RFPQ. Proponents will be evaluated based on their experience, staff qualifications and ability to deliver a high quality of services. All proponents which prequalify for the roster must enter into a Roster Framework Agreement with TCHC . Subsequent Requests for Quotations ("RFQ") will be requested from the list of prequalified Proponents for the various construction manager at risk projects throughout 2024 - 2029 as funding is approved. Along with the prequalification process of this roster an agreement will be awarded for 220 Oak Street and 300 Dufferin Street. Each project will be awarded to a successful proponent, and the pre-construction design phase will begin upon the transmission of the Purchase Order. The final design and construction plan with Class A estimate and budget will be presented to the TCHC Board of Directors for their approval. The construction phase will only be allowed to begin upon the Boards approval of the aforementioned. Proponents have three options in responding to the RFPQ. Proponents may: 1. Choose to be considered only for the prequalified Roster for select locations and NOT submitting a bid for the projects at 220 Oak Street and 300 Dufferin Street; Choose to be considered for prequalification for the prequalified Roster for select locations and bid on 220 Oak Street AND 300 Dufferin Street; Choose to be considered for prequalification for the prequalified Roster for select locations and bid on 220 Oak Street OR 300 Dufferin Street; Question Deadline 07/19/2024 at 4:00 PM ET Intent to Bid Due Date Online Portal Deadline to indicate your intent to Bid Jul 29th 2024, 2:00 PM Only those Proponents who have been prequalified will be considered for award of either 220 Oak Street or 300 Dufferin Street. TCHC will award project(s) including 220 Oak Street or 300 Dufferin Street to the Proponent(s) who have the highest score for each. However any award is subject to the pre-condition that Proponent(s) first demonstrate that they have the capacity to complete the project(s). Prior to issuing a subsequent RFQ for any project, TCHC may cancel any project proposed as part of the RFPQ, without stating reasons, and procure it as a separate public RFP. Also, TCHC reserves the right at their sole discretion, to add prequalified Proponents based upon the same prequalification criteria.
