The City of Greensboro ("City") hereby solicits and invites bids from qualified Companies and Businesses ("Bidder"), with proven products, to submit a response to the requirements outlined in this RFB and provide firm pricing for delivered and non-delivered liquid emulsified asphalt, catonic for a three year contract. The approximate start date of the contract is October 1, 2024 through September 30, 2027. The annual estimate for this material is 8,000 gallons, and is itemized by type in the table below. These products shall meet the requirements AASHTO M 208-01 and applicable standards found in the latest edition of the North Carolina Department of Transportation's Standard Specifications for Roads and Structures. The principal use of this material is for asphalt street maintenance, including surface treatment seal coats and tack coats. Product: CRS-2 Estimated annual quantities 4,000 gallons CRS-1 Estimated annual quantities 4,000 gallons The typical operation will involve GDOT personnel picking up material at the plant site. However, if your company will deliver the material to 401 Patton Avenue, please bid on that line item. Schedule GDOT will be purchasing from the vendor that can supply the material at time of need. If the awarded vendor cannot supply the city in a timely manner, material will be purchased from the next lowest bidder in order to maintain schedule. The normal procedure is to notify the vendor of need on the working day prior to need. However, due to the nature of the work, there may be occasions when no advance notice is possible. This is a formal sealed process that requires advertising and the results of which must be approved by the City Manager. The dollar range is typically greater than $90,000. for supplier, materials and equipment. After the close of this RFB, Bid proposals will be reviewed and evaluated for responsible and responsive submissions, and that all bids have the required documents as outlined in the RFB (if required). Rights of the City - Proposals and Additional Documentation: As a result of this RFB, the City reserves the right to accept or reject any and all proposals received in whole or in part, to waive minor technicalities, or to negotiate with all responsive and responsible Contractors. The City also reserves the right to request financial documentation such as, independently audited financial statements, most recent tax returns, or profit loss statements before awarded of this contract. Rights of the City - Multiple Awards: The City reserves the right to award contract(s) in whole or in part, whichever is in the City's best interest, as it determines in its sole discretion. The City of Greensboro reserves the right to award multiple contracts with the intent to provide service coverage based on geographic areas or other methods by which the city service area may be subdivided.
