Site work, paving, new construction and renovation of a mixed-use development in Williamsburg, Virginia. Completed plans call for site work for a sidewalk / parking lot; for the construction of a transportation facility; for the renovation of a transportation facility; transportation facility; and for paving for a sidewalk / parking lot.

Included in the Operations and Maintenance Facility will be the construction of a new vehicle wash bay and a new onsite fueling area to replace the current facilities. Elements of the renovated and new construction spaces will include operations spaces including dispatching functions and supervisor offices; maintenance storage and machine shop spaces; records storage and IT infrastructure spaces; public meeting/multipurpose spaces, and administrative office spaces. The project includes a combination of new construction and renovation of existing space. The Authority will require phased construction for this project; see the WATA OMF Sequencing Considerations. The facility was originally constructed in 2003 as a Penske truck maintenance and rental facility. WATA purchased the existing facility on October 1, 2020, utilizing funds from federal, state, and local sources. There are two buildings on the site. The main building includes about 5,000 square feet of office area and 10,200 feet of maintenance/storage area, which includes three maintenance bays and an indoor vehicle wash bay. It is a twostory pre-engineered metal-framed structure enclosed with ribbed metal panels, sandwiching batt insulation pillows. The roof consists of a sloped standing-seam metal panel roof system. A 2,130 square foot outbuilding next to the fuel pumps is currently used as an operator training space and driver lounge. The existing facility includes diesel and gasoline fueling pumps with underground storage tanks, as well as a Compressed Natural Gas (CNG) fueling station. The remainder of the site is mostly paved and used for parking or outside storage. This invitation for bid is issued for construction that includes a combination of new construction and renovationof existing space. Renovations to the main building include expansion of the maintenance area to the north side of the existing bays to accommodate longer buses in WATA’s fleet. The existing maintenance bays will be renovated to improve functionality and provide additional storage and office space for maintenance employees. The administrative areas will be expanded to house the current and future needs of WATA’s operators, supervisors, and administrative staff. Existing areas will be reconfigured. New drivers’ areas, locker room facilities, staff accommodation, and conference rooms will be provided. A variety of multi-purpose rooms are programmed for training and public meetings, with the intent of those spaces being accessible to the public. Elements of the renovated and expansion spaces will include operations spaces including dispatching functions and supervisor offices; maintenance storage and machine shop spaces; records storage and IT infrastructure spaces; public meeting/multipurpose spaces, and administrative office spaces. The existing outbuilding will be demolished, and a new outbuilding will be constructed for the vehicle wash, money room, and fuel attendant area. The existing diesel and gasoline fueling area will be removed, including the underground storage tanks, and replaced with new fueling equipment and aboveground fuel tanks. This project does not include changes to the existing CNG fueling equipment. This project includes improvements to the employee/visitor parking lot at the site entrance, and minor changes to the asphalt storage lot in the western portion of the site, along with construction of an open storage canopy in the parking lot. WATA operations, storage, and vehicle maintenance activities will continue on site throughout the construction period. The Authority will require phased construction for this project to enable essential functions to take place in a safe manner. This contract is subject to the requirements of Title 49, Code of Federal Regulations, Part 26, Participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs. The national goal for participation of Disadvantaged Business Enterprises (DBE) is 10%. The agency's overall goal for DBE participation is 8%. A separate contract goal of 8% DBE participation has been established for this procurement. Bonding: Bid Security in the amount of Five percent (5%) of the Bid shall be submitted with each Bid. Performance and Payment bonds for one hundred percent (100%) of the Contract will be required by the Owner prior to finalization of the contract. Liquidated Damages in the amount of $500 per day will be assessed for failure to meet the schedule for Phase I and Phase II respectively of the sequencing plan, and/or Substantial Completion or Final Completion. DBE Participation This project has a contract goal of 8% participation from Disadvantaged Business Enterprises (DBE).Bidders will have five (5) days after the time and date set for bid opening to provide WATA with a list of their subcontractors and provide DBE participation forms or good faith efforts documentation to WATA. If DBE subcontractors are known at the time of bid submission, forms may be submitted with the bid package. All questions pertaining to this project should be directed to Kitty Hall no later than 2:00 pm on December 9, 2024, in writing via e-mail: Kitty.Hall@jamescitycountyva.gov, Any resulting Addendum will be issued by James City County Purchasing for all questions received and will be forwarded to all known Bidders and posted on Receipt of all addenda issued shall be acknowledged on the Bid Form. Schedule: Work under the contract shall begin on the date set forth in the Notice to Proceed (NTP) issued by the Owner. Substantial Completion is required by # 620 days. Final Completion is required by 30 days after Substantial Completion The Owner reserves the right to waive minor non-substantive informalities in the Bid, to reject any/or all Bids, to award any Bid in whole or in part and award the Bid considered to be in the best interest of the Owner.
