This is an on-call single provider solicitation for positive location of underground utility facilities services. Contractor shall provide all labor, equipment, tools, materials, parts, supplies, traffic control, standard traffic control signage, travel, and incidentals necessary to provide on-call and as needed positive location services within Fresno County. As required by Executive Order S-02-06, the California Department of Transportation (Caltrans) is committed to meeting the State's twenty-five percent (25%) Small Business (SB) participation goal. Certified SBs, Micro Businesses (MB) and Contractors willing to commit to subcontracting a minimum of twenty-five percent (25%) of their net price to certified SBs or MBs (if applicable) are encouraged to submit bids. See Section D, Special Programs in this IFB for requirements. Disadvantaged Business Enterprise (DBE) participation applies to this IFB and a DBE goal of eighteen percent (18%) is required. See Section D, Special Programs in this IFB for requirements. 1. Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Class A (General Engineer) or C-12 (Earthwork and Paving Contractors) license issued by the California Contractors State License Board (CSLB). 2. Subcontractor shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current C-31 (Construction Control Traffic Control Contractor) license issued by the California Contractors State License Board (CSLB). Proposed Award Date (estimate) July 5, 2024. This Agreement will commence on July 22, 2024 (estimate), or upon approval by the Department of General Services (DGS), whichever is later, and no work shall begin before that time. This Agreement is of no effect unless approved by DGS. Contractor shall not receive payment for work performed prior to approval of the Agreement and before receipt of notice to proceed by Contract Manager. This Agreement shall expire on July 21, 2027 (estimate). Question Deadline 06/20/2024 at 5:00 PM PT Bidders must submit their questions via e-mail to bonnie.rodriguez@dot.ca.gov. Written responses to all questions will be collectively compiled and posted, as an Addendum, to the website at electronically. Caltrans reserves the right to reject all bids for reasonable cause. Pre bid meeting description: All prospective bidders attending the Mandatory Pre-Bid Conference shall use the above information to join the conference or meeting before 10:00 a.m. The Caltrans Contract Manager will take roll at the beginning and end of the Mandatory Pre-Bid Conference to document and confirm mandatory attendance for the duration of the conference. Caltrans will conduct the Mandatory Pre-Bid Conference and disseminate any additional information to participants, if necessary.
