Site work, paving and outdoor lighting for a mixed-use development in Kent, Washington. Completed plans call for site work for a road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The project will extend the Meet Me On Meeker improvements through the 64th Ave intersection along the south side of Meeker St. across the Kent Elementary School frontage. Work at the intersection of Meeker and 64th Ave includes curb bulb-outs, bus bulb-out, four new cement concrete crosswalks, pedestrian scale illumination, and ADA curb ramps. From the intersection the Meeker promenade will be extended 750' east which includes construction of a cement concrete separated 2-way bicycle path, median islands, pedestrian lighting, landscaping, and a rapid flashing beacon with a cement concrete raised mid-block pedestrian crossing. The Engineer's estimated range for this project is approximately $3.4 - 3.6 million. Reference section 1-07.11 in this special provision for the DBE goal for this project is 15%. The undersigned bidder hereby proposes and agrees to start construction work on the Contract, if awarded to him/her, on or before ten (10) calendar days from the date of the Notice to Proceed, and agrees to complete the Contract within (145) working days after issuance of the City's Notice to Proceed *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Bids must be clearly marked "Bid" with the name of the project on the outside of the envelope, addressed to the City Clerk, 220 4th Avenue South, Kent, WA 98032-5895. Only sealed bids will be accepted. No facsimiles or electronic submittals will be considered. Apprentice Utilization Requirements are mandatory in this project. A cashier's check, cash or surety bond in the amount of 5% of the bid must be included with the bid. The City of Kent reserves the right to reject any and all bids on any or all schedules or alternates or to waive any informalities in the bidding and shall determine which bid or bidders is the most responsive, satisfactory and responsible bidder and shall be the sole judge thereof. Note: The award of the contract will not occur until the City of Kent has reviewed all bids for responsiveness and responsibility determinations and the Kent City Council has formally awarded the contract. A bid deposit is required, for more information reference Section 1-02.7. Bidders must submit with their initial bid a signed statement as to whether they have previously performed work subject to the President's Executive Order No. 11246. The City of Kent, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
