REQUEST FOR SF 330 556-23-100 Campus-Wide Land and Utility Survey Captain James A. Lovell FHCC, North Chicago, IL 36C25224Q0466 This is a Request for SF 330s for Architect/Engineer (A/E) Design Services for the Campus-Wide Land and Utility Survey at the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, IL. THIS REQUIREMENT IS A 100% TOTAL SMALL BUSINESS (SB) SET-ASIDE.. 556-23-100, Campus-Wide Land and Utility Survey: The Captain James A. Lovell Federal Health Care Center (FHCC), 3001 Green Bay Road, North Chicago, IL 60064 has a requirement to provide land surveying services to locate and record boundaries, structure data, and utilities above and below ground across approximately 108 acres, and approximately 64 individual structures totaling 1.8 million square feet, some dating back to 1925, but with significant clinical facilities of modern construction. Design Period of Performance: 240 calendar days following Notice to Proceed. NAICS Code 541330 Engineering Services; Size Standard $25.5 million. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. NO SOLICITATION PACKAGE WILL BE ISSUED. A request for proposal will be issued directly to the top-rated firm for which negotiations will commence in accordance with FAR Part 36.606. The anticipated A/E design services, to be awarded, will be procured in accordance with the Selection of Architects and Engineers Act (Public Law 92-582), Federal Acquisition Regulation Part 36.6, and VA Acquisition Regulation 836.6. MILEAGE RESTRICTION: This procurement is restricted to a 400-mile radius, within the U.S., of the Captain James A. Lovell FHCC, 3001 Green Bay Road, North Chicago, IL 60064, in which either the A/E Firm s Primary or already established Auxiliary/Satellite Office must be located. Note: The 400-mile radius will be measured by one or more of the nationally recognized commercial free on-line mapping services from the Primary or already established Auxiliary/Satellite Office Address to the above VA address (shortest driving distance option). In-order to use the address of an already established Auxiliary/Satellite Office, the A/E Firm must have employees of their firm who are currently (before and at the time of SF330 submission) physically located at the Auxiliary/Satellite Office (a home of an employee does not meet the requirement of an Auxiliary/Satellite Office) and are on the A/E s Payroll not employees of an actual or proposed subcontractor or on the payroll of an actual or proposed subcontractor. Pursuant to Public Law 109-461, this solicitation is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the contracting officer that it is a; (1) SDVOSB eligible under this subpart; (2) Small business concern under the North American Industry Classification System (NAICS) code assigned to the acquisition; and (3) Certified SDVOSB listed inA theA SBA certification database atA https://veterans.certify.sba.gov/A (see 13 CFR 128).A A Prospective firms are reminded that per VAAR 852.219-73 and by its submission of an offer and execution of a contract, the offeror/contractor agrees that in performance of the contract in the case of a contract for services, the SDVOSB prime contractor will not pay more than 50% of the amount paid by the government to the prime for contract performance to firms that are notA certifiedA SDVOSBsA listed in the SBA certification database. EVALUATION FACTORS: selection criteria will be based on the following factors, in descending order of importance, in accordance with FAR 36.602-1: Professional Qualifications. Provide the necessary professional experience and qualifications for satisfactory performance of required services. Identify professional staff and qualifications necessary for satisfactory performance of required services. Specific experience and qualifications of personnel proposed for assignment to surveying services must be included. Explain proposed in-house services to fulfill minimum self-performance. Include names and credentials of licensed staff. Discipline leads proposed for assignment to this project must possess a current registered professional land surveyor, architect, or professional engineer license by a U.S. state, the District of Columbia, or US Territory. Leads must possess no less than five years professional experience in the discipline of their assigned responsibility. Provide professional license jurisdiction of issue and license numbers and/or proof of licensure. Designate the licensed/registered Professional Land Surveyor of-record who will certify and sign final drawings for this project. The evaluation of this factor will consider the specific experience and qualifications (i.e., education, training, registration, certifications, overall relevant experience, and longevity with the firm as full-time employees) of personnel proposed for assignment to the project, and their record of working together as a team when evaluating professional qualifications. This requirement also pertains to sub-consultants. Specialized Experience and Technical Competence. Competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. The evaluation of this factor will consider the firm's specialized experience, technical competence, and plans on this project: Performing Property/Boundary Surveys, Topographic Surveys, Utility Surveys (including Subsurface Utility Engineering (SUE) with Underground Utility Locates). Employing 2021 or newer accuracy standards for American Land Title Association (ALTA) / National Society of Professional Surveyors (NSPS) [formerly American Congress on Surveying and Mapping (ACSM)] Land Title Surveys. Creating 3D Computer-Aided Design and Drafting (CADD)/Building Information Modeling (BIM) and 2D plans & plats of large sites that record survey results such as topographic contours, building exterior massing & elevation, and utility types and lines. The evaluation of this factor will also consider the management approach, coordination of disciplines and subcontractors, quality control procedures, prior experience of the prime firm and any key subcontractors working together on relevant projects, and familiarity with VA Design Guides/Manuals, Master Specifications, and other applicable standards. Capacity to Accomplish Work in the Required Time. Firms are expected to have the capacity to manage and staff this project and meet the project Period of Performance while maintaining budget and quality compliance. Evaluation will consider the firm s plan and ability to meet the schedule of this design project, as well as the available capacity of personnel in key disciplines. Provide the available capacity of required disciplines by providing current project workload, inclusive of all projects awarded during the previous 12 months and their full potential value, including any current indefinite delivery contracts. Past Performance. The Contracting Officer will evaluate past performance to assess the risk associated with the firm s likelihood of success in performing the requirement as indicated by a firm s record of past performance under recent and relevant contracts. The Contracting Officer will consider recent as contracts performed in the last three years and relevant as similar work. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. The past performance will be evaluated for all projects provided in section F to include a review of Contractor Performance Assessment Rating System (CPARS). The following information is required for all projects noted in section F: contract/task order number, project title, prime firm, start date, and completion date. Evaluations may also include additional performance related from the firm, customer inquiries, Government databases, publicly available sources, and additional projects in CPARS. Evaluations will consider superior performance ratings on recently completed VA projects as well as the reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. Also, consider, as appropriate, the record of significant claims against the firm because of improper or incomplete architectural and engineering services. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. All projects provided in the SF 330 must be completed by the office/branch/individual team member performing the work under this contract. Knowledge of the Locality. Evaluation of this factor will consider specific knowledge of local conditions or project site features, such as geological features, climatic conditions, state and local survey requirements, market and labor conditions, and key stakeholders. Examples of such knowledge may include but are not limited to characteristics and location of sample projects that are like this project in scope and local conditions, and jurisdiction of licenses and certifications of staff and firm(s). SELECTION PROCESS: in accordance with FAR 36.6, SF 330s will be evaluated by the evaluation board using the evaluation factors identified in this announcement. After SF330s have been evaluated, discussions/interviews will be held with at least three of the most highly qualified firms. After discussions conclude, the evaluation board will evaluate the qualifications of the firms using the same evaluation factors, taking into consideration both the SF 330 submission and subsequent discussions, to select the most preferred firm from the firms considered to be the most highly qualified. Negotiations will then begin with the most preferred firm. If more than seventy-five (75) single-sided pages are submitted, all pages after seventy-five (75) pages may not be evaluated.
