Demolition and site work for a municipal facility in Racine, Wisconsin. Completed plans call for the demolition of a municipal facility; and for site work for a municipal facility.
Project Description: This project consists of demolishing the building within site limits and returning the 1.7 acre site to ready-to-develop condition. Project Location: 725 Lake Avenue, Racine, Wisconsin. Bid Security in the amount of five percent (5%) of the bid shall be submitted with each bid. The City of Racine reserves the right to reject any or all bids, waive any irregularities or accept that bid which, in the opinion of the owner, will serve the best interest of the City. Bidders must be prequalified by the Commissioner of Public Works. Deadline for submitting a prequalification application is five (5) days prior to the time of bid opening. Racine Works Program details are available at City of Racine | Racine Works Program Notice to Proceed - By November 19, 2024 Substantial Completion (building down) - May 30, 2025 Final Completion - August 31, 2025 A. Work in this Contract is comprised of asbestos abatement, performing deconstruction and demolition of the building in site limits to a ready to develop condition unless otherwise noted on plans or specified herein. Asbestos containing materials shall be abated prior to demolition, as required by federal, state, and local laws and standards. Work shall be performed in a lead-safe manner where lead-based paint is present. Hazardous materials shall be removed and disposed of properly prior to demolition, as required by federal, state, and local laws and standards. Sewers shall be abandoned to the property line. Water supply shall be abandoned at the main B. A 2,000-gallon underground storage tank is present on the property which shall be closed by removal in accordance with Wisconsin Administrative Code ATCP 93 "Flammable, Combustible, and Hazardous Liquids" and the requirements of Section 33 56 10 Fuel Storage Tank Demolition. Refer to Special Attachments for a copy of the tank record. The underground storage tank and any associated piping shall be emptied and cleaned using a process that complies with American Petroleum Institute Recommended Practice 1604 "Closure of Underground Petroleum Storage Tanks." Cleaning and removal of the storage tank shall be performed by a tank specialty firm using State of Wisconsin certified cleaning and removal technicians. A tank-system site assessment shall be prepared by a State of Wisconsin certified tank-system site assessor technician. All liquid wastes and materials associated with the tank system shall be disposed of in accordance with all local, state, and federal regulations. C. There is an existing customer-owned primary substation within the building. We Energies' records currently show that the meter is inactive, and the account is closed but We Energies' electrical infrastructure is still in place. We Energies terminate their cables directly into customer-owned primary switchgear. That gear, except for We Energies cables and meter, are all owned and operated by the customer and shall be the Contractor's responsibility to demolish. The substation has a dedicated line feeding only that customer and an easement for the distribution path leading onto the property and into the gear. Please refer to the Survey map provided in Special Attachments. D. All electrical equipment, utilities, and poles within the property limits shall be deenergized and removed including a sub-station located within the grounds unless otherwise approved by the Engineer. The Contractor shall arrange approvals from We Energies and other agencies holding jurisdiction, as necessary for all electrical removals. The Contractor shall return We Energies' owned equipment, if any, to We Energies. The Contractor shall arrange for the disposal of all other equipment and wastes associated with the Electrical removal in accordance with all local, state, and federal regulations. If liquids are encountered in electrical equipment, the liquids shall be tested for PCBs. Proper disposal of electrical equipment liquids shall be arranged in accordance with all local, state, and federal regulations. E. Remove all utilities designated for removal on Plans. Before any demolition of the building can begin, the Contractor shall disconnect all gas and electric services entering the building. Currently there are 2 natural gas meters, with one service, on the property. The Contractor shall arrange approvals from We Energies and other agencies holding jurisdiction, as necessary for all gas removals. The Contractor shall return We Energies' owned equipment, if any, to We Energies. F. Materials designated to be landfilled, including asbestos containing materials, miscellaneous debris, and miscellaneous demolition materials, shall be disposed off-site at an approved landfill. Salvageable metals and wood flooring shall be recycled and a credit provided to the Owner. Concrete, cinder block, and brick shall be crushed and reused on site as clean aggregate fill and as cover or recycled off-site. G. At the owner's direction, asphalt and concrete along with base course shall be removed and the subgrade inspected. Materials except asphalt shall be crushed and reused. Unless otherwise directed by Owner, all asphalt shall be removed and disposed as provided in Section 31 60 00 ASPHALT AND CONCRETE MANAGEMENT. H. The intent is to grade the site to match surrounding elevations and so that surface water drains to the soccer field to the east. Clean aggregate material and clean fill shall be placed and compacted and covered with a minimum of 6-inches of topsoil. The topsoil shall be seeded and grass established.
