Scope The Sheldon Road Municipal Utility District (District) is Requesting Competitive Sealed Proposals for the Installation of a New 0.35 Mgd Wastewater Treatment Plant Which Will Include the Following Components: Influent Lift Station (972 Gpm Firm Capacity) Comprising of Four (4) Submersible Pumps and a Discharge Valve Station Comprising Four (4) Check Valves and an Air Release Valve. 8 Mgd Mechanical Bar Screen With Screenings Discharge Area. 25,278-gallon Anoxic Basin & 180,000-gallon Aeration Basin 42' Diameter, 12' Deep Secondary Clarifier Sludge Pump Station Comprising of Two (2) Sludge Pumps. 24,000-gallon Chlorine Disinfection Basin and Chlorine Disinfection System Comprising of Six (6) 150-lb Chlorine Cylinders Housed Inside a Building. Non-potable Water System Including a 2 Hp Capacity Air Compressor, a 2,500-gallon Hydropneumatic Tank and Two (2) 70 Gpm Pumps. 45' X 20' Precast Concrete Blower and Electrical Building. The Blowers Consists of Three (3) Blowers Rated at 580 Scfm. Rehabilitation of Existing Wwtp Steel Structure and Conversion to a Sludge Storage Tank. Sludge Transfer Pump Station Comprising of Two (2) 800 Gpm Rotary Lobe Pumps. 450 Kw Natural Gas Generator and 1" Natural Gas Service Line for Emergency Back-up Power of the Entire Wwtp Facility. Replacement of Influent 18" and 24" Sanitary Sewer Lines With New Pvc Sewer Lines, Precast Concrete Manholes, and a Parshall Flume for Measuring Influent Flow. Installation of New 24" Pvc Effluent Sanitary Sewer Line With Precast Concrete Manholes, Palmer-bowlus Flume for Measuring Effluent Flow, and New Outfall Pipe to the Outfall Ditch. A Cashier's Check or Certified Check From a Texas Bank, or Acceptable Bid Bond From a Reliable Surety Company Authorized to Do Business in Texas, Payable to the District, in an Amount Not Less Than 5% of the Maximum Proposal Price Submitted, Must Accompany Each Proposal as a Guarantee That, if Awarded the Contract, the Respondent Will Enter Into a Contract and Execute Bonds on the Forms Provided in the Contract Documents. the Respondent's Deposit Shall Be Forfeited and Become the Property of the District in the Event the Respondent Neglects or Refuses to Enter Into a Contract and to Furnish Bonds Acceptable to the District After Receipt of Notice to Award From the District. The Successful Respondent Must Furnish Performance and Payment Bonds on the Forms Furnished With the Proposal, in the Amount of 100% of the Total Contract Price, From a Surety Company Holding a Permit From the State of Texas to Act as Surety. the Surety Company Must Have a Minimum Best Key Rating of "B", or if the Surety Company Does Not Have Such a Rating Due to the Length of Time It Has Existed, the Surety Company Must Be Eligible to Participate in the Surety Bond Guarantee Program of the Small Business Administration and Must Be an Approved Surety Listed in the Current U.s. Department of Treasury Circular 570, and Must Meet All of the Related Rules and Regulations of the Treasury Department. the Surety Company and the Agency or Agent Issuing the Payment and Performance Bonds Must Be Authorized to Issue and Sign Payment and Performance Bonds in Texas in an Amount Equal to, or Greater Than, the Total Contract Price. It Shall Be Each Respondent's Sole Responsibility to Inspect the Site of the Work and to Inform Himself Regarding All Local Conditions Under Which the Work is to Be Done. It Shall Be Understood and Agreed That All Such Factors Have Been Thoroughly Investigated and Considered in the Preparation of the Proposal Submitted. The Sheldon Road Municipal Utility District Reserves the Right to Reject Any or All Proposals, to Waive Any Informalities in the Proposals and to Accept Any Proposal Which It Deems Advantageous to the District. Each Respondent Agrees to Waive Any Claim It Has or May Have Against the District, the Engineer, and Their Respective Employees, Arising Out of or in Connection With the Administration, Evaluation or Recommendation of Any Proposal.
