The City is seeking a consultant with the knowledge and experience in using "digital twin" technology to assist the Mayor's Office of Strategic Planning's Division of Planning and Zoning in the creation of a targeted area plan that supports Smart Growth principles. The City of Buffalo is seeking a consultant to assist the City's Division of Planning and Zoning in the creation of a targeted area plan that supports Smart Growth principles in four highly diverse neighborhoods comprised primarily of historically disadvantaged populations and new Americans (see Attachment A). To address concerns related to education, language, and cultural barriers, the consultant will be responsible for creating highly visual and interactive experiences utilizing computer graphics that: 1. Capture the physical and natural environment as it exists today. 2. Present interactive development scenarios for how the physical and natural environment might look when it is built out. 3. Capture critical data related to the development scenarios that show the environmental, financial, transportation, etc. outputs as well as the measurements of the physical environment that can inform zoning standards. 4. Allow for enhanced interaction via virtual reality and possible the creation of 3D printed models.
