Site work and paving for a transportation facility in Ontario, California. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.

As of August 8, 2024, this project has not yet been awarded. A timeline for award has not yet been established. Based on the 2018 pavement management study, several airfield pavement sections were identified as recommended for rehabilitation and maintenance and the area of this project was recommended to be rehabilitated per the APMS report. OIAA intends to use the ramp area for aircraft parking as early as November 2024 before the peak season. The scope of work will address the rehabilitation of the old pavement in terminal 1 apron area. OIAA reserves the right to verify all submitted information, including contacting the referenced clients. All information stated in the bid shall be factual, truthful and shall not be misrepresented in any manner. Any information stated in the bid found to be a misrepresentation of past experiences shall be considered as grounds for disqualification of the bid. OIAA reserves the right, at its sole discretion, to waive minor administrative irregularities contained in any bid submitted for this NIB. Prevailing Wage :All labor on the project shall comply with applicable provisions of the California Labor Code and Federal, State, and local laws related to labor. The Prevailing Wage Determination for this contract shall be the effective General Prevailing Wage determination at the date of advertisement of IFB. The Contractor shall pay California State Prevailing Wage, Federal Prevailing Wage, or US Secretary of Labor living wage, whichever is higher for that particular trade. The California General Prevailing Wage Determination can be obtained at online under "Statistics and Research". Federal labor rates under the Davis Bacon Act can be found at online Proposers shall take cognizance of the requirements of California Labor Code Sections 1720 et seq. and 1770 et seq., as well as California Code of Regulations, Title 8, Section 16000 et seq. ("Prevailing Wage Laws"), which require the payment of prevailing wage rates and the performance of other requirements on certain "public work" and "maintenance" projects. The Proposer must agree to fully comply with and require its subcontractors/sub-consultants to fully comply with such Prevailing Wage Laws to the extent applicable. All labor on the project shall comply with applicable provisions of the California Labor Code and Federal, State, and local laws related to labor. The California General Prevailing Wage Determination can be obtained at online Bidders shall possess the Licenses required as listed in this solicitation. If the Bidder is not in possession of such a license at the time the bid is submitted or does not otherwise meet the requirements for alternative licensing, said bid will be deemed non-responsive and will be rejected pursuant to California Business and Professions Code Section 7028.15(e). Liquidated Damages are the specified dollar amount the Contractor shall pay to the OIAA due to the Contractor's failure to complete the Work within the Work Completion Time or Contract Milestones. If Acceptance of the Work has not occurred on or before any of the Milestone Completion Dates, OIAA will assess Liquidated Damages, as it is and will be impractical and extremely difficult to ascertain the actual damages that OIAA will sustain in the event of and because of such delay. If time limitations for any element/phase of work are not met, Liquidated Damages may be assessed at the following rates as per the phasing sequence diagram shown in the plans on drawing PH001 for each contract work area. Liquidated damages shall be at $5,000 per calendar day. The bid/proposal must be accompanied either by a check certified by a responsible bank, or a cashier's check issued by a responsible bank, or a corporate surety bond of a responsible surety company for an amount not less than ten percent (10%) of the amount bid, payable to the order of the Ontario International Airport Authority, as a guarantee that the bidder/proposer to whom the contract is awarded will enter into the proposed contract and furnish the required bonds and as liquidated damages for any loss which may accrue from failure to do so; such payment, however, not to preclude recovery by OIAA or any amount over and above said sum to which OIAA sustains damage by reason of such failure or refusal. No bid will be considered unless accompanied by such check or bond. Requests in Writing :The respondent may submit questions/requests for information (RFI) regarding the content of this solicitations procedure. All inquiries must be submitted in writing using the OpenGov platform. Deadline for Questions All questions must be submitted by 2:00 pm Tuesday, June 25, 2024 This Bid shall remain valid for Ninety (90) calendar days after the bid opening. Construction duration is 164 Calendar Days (refer to sheet PH001). Contract will be renewed annually until project completion. Bidders should anticipate entering into an agreement with the OIAA for a term of no more than 1-year in the fourth quarter of 2024.
