Any contract awarded under this Invitation for Bid is subject to the Pennsylvania Prevailing Wage Determination and Anti-Kickback Regulations issued by the Secretary of Labor to be included in contract documents. The Franklin County Commissioners reserve the right to reject any or all bids and to waive any or all defects, errors, omissions, irregularities or informalities in any bid. All visitors will go through security before starting the pre-bid conference. No cell phones or cameras. No weapons on jail property. No tools except pen, pencil, paper and tape measure. Permission to attend the pre-bid conference, enter the facility and to remain during the pre-bid conference is subject to the rules and regulations of the Franklin County jail including their standards of conduct. This will be the only time the Contactor has to examine the facility and existing doors before the Bid is submitted. It is the Contractor's responsibility to verify all measurements at this meeting. The facility opened in 2007 replacing the previous jail located on Franklin Farm Lane in Chambersburg.
