Pierce County is requesting statements of qualifications from qualified consultant(s) to provide a comprehensive range of security design & consulting services for various Pierce County security related needs across a variety of County-owned and leased spaces. Question Submission Deadline:July 5, 2024, 3:00pm All questions must be submitted Through Electronically. Proposal Evaluation: Approximately three weeks after proposal submission deadline, proposals will be evaluated and interviews may be held if multiple proposers are deemed capable of meeting the requirements. Estimated Notice of Intention to Negotiate a Contract: Approximately six weeks after proposal submission deadline. Estimated Date of Contract Execution :Approximately eight to twelve weeks After proposal submission deadline. Scope of Work The selected consultant(s) will provide comprehensive range of security design & consulting services for various Pierce County needs. The quantity and duration of the services will depend on the County's requirements and needs for these services. The work may include, but is not limited to, the following tasks: Condition Assessment Service(s): Investigation, estimate of remaining service life and code compliance reviews, analysis, and recommendation(s) for new, additional, or repair/replacement of existing security equipment and/or support components. Feasibility Studies, Developmental Planning, Field Investigations, Evaluation and Assessments Field Investigations and Surveying Security Design & Consulting Service(s): Security design and related professional consulting services for new building construction, building renovations (interior & exterior), tenant changes and requirements, building demolition, temporary security installations to sustain facility operations and other related projects. Provide electronic safety and security design services. Door Hardware systems Access Control systems Video Surveillance systems Security Detection systems Alarm Monitoring systems Life safety systems Security fencing and other security barrier systems New and emerging security systems Other Specialized systems (i.e. high security jail and detention facilities, remote lockdown systems, etc). Provide CPTED (Crime Prevention Through Environmental Design) services. Provide support services in other disciplines as required to accomplish primarily Security Design work orders, including, but not limited to: Architectural Mechanical Electrical Civil Structural Surveying Hazardous Material Other support services tasks as needed for the work identified. Provide contract bid documents and/or elements including plans and technical specifications that comply with RCW 39.04 for public works projects, tenant improvements and as otherwise requested. Develop and document standards. Bidding support services. Construction Administration of security projects, including submittal reviews and site inspections. Record drawing production from contractor provided redlines. Make recommendations for rebates and grants on projects and help complete required paperwork and assessments. Generation of any Pierce County requested reports as required to fulfill facility/building certification/re-certification requirements. Cost Estimates and Schedules during various stages of project development for project analysis and owner budgetary requirements. Testing & Commissioning Service(s): This scope of professional services shall include: A comprehensive range of security testing and commissioning services for various Pierce County buildings and systems to evaluate that all the systems are complete, fully integrated with existing security systems, follow manufacturers recommendations, be maintainable, and functioning properly and that the facility staff has adequate system documentation and training for proper use and maintenance of the identified security systems. Security projects under this contract may be for initial testing and commissioning of new security system installations, additions, or renovations. Retro-testing & commissioning projects of existing security systems experiencing issues/systems failures and re-commissioning previously commissioned buildings and systems when necessary. Reviewing sequences of operations and assistance in troubleshooting systems. Peer and Constructability Review of design and bid document review and analysis. Additional Miscellaneous Services and Tasks generally associated with Security Design and Consulting services, and Building Engineering Services and Systems Pierce County would prefer the following certifications and standards Pierce County utilizes applicable part of UFGS 28 10 05 and UFC 4 021-02, etc. as a general guide to inform our standards and decisions & prefer a consultant that is familiar with these specifications. Crime Prevention through Environmental Design Certification. LenelS2 Certification preferred. Expected Term of Resulting Agreement The initial contract period is anticipated to be for 12 months The County has the option of renewing for an additional Four Years after initial contract is executed. The actual schedule will be negotiated with the selected firm based on consultant and agency staff availability and finalized scope of work.
