Texas State Technical College ("TSTC") is a coeducational two-year institution of higher education offering courses of study in technical vocational education for which there is demand within the State of Texas. TSTC is mandated to contribute to the educational and economic development of the State of Texas by offering occupationally oriented programs with supporting academic course work, emphasizing highly specialized advanced and emerging technical and vocational areas for certificates or associate degrees. Our mission, "to place more Texans in great paying jobs," drives our institution. TSTC is pushing the boundaries in education, making outcomes the driving metric of success. We currently have 11 campuses across the state, with another new campus recently approved by the State Legislature that should be built and operating in the next few years. If TSTC determines that a supplier did not follow the HSP Good Faith Effort Method A or B in the HUB Subcontracting plan, TSTC has the right to reject the response and/or have supplier revise the submitted plan. TSTC will consider any deviations in its RFQ award decisions, and TSTC reserves the right to accept or reject any response based upon any deviations indicated below or in any attachments or inclusions. In the absence of any deviation entry on this form, the Firm assures TSTC of his/her full compliance with the Terms and Conditions, Specifications, and all other information contained in this RFQ document. Q&A Board Message: If you have any questions concerning the project, please submit those through the Q&A Board. Please be aware when the Q&A session is over, no questions will be asked after this period. The Q&A board is not designed for generalized questions about TSTC's operations. TSTC will only respond to questions on the Q&A board from suppliers that have the ability and desire to contract with TSTC. TSTC's Records Management Officer will receive inquiries from those who are not interested in responding to solicitations. The selected firm(s) will be responsible for the comprehensive delivery of wayfinding signage services, including but not limited to the following tasks: o Design and Fabrication: Create and manufacture interior and exterior wayfinding signs according to TSTC's specifications. This includes the production of frames, bases, panels, letters, and electronic displays, ensuring that all components are engineered for durability and compliance with applicable standards. o Installation Services: Install the fabricated signage at specified locations across TSTC campuses. Installation includes the proper setting of sign foundations, secure mounting, and final aesthetic adjustments to ensure optimal visibility and alignment with the campus environment. o Materials and Labor Provision: Provide all materials necessary for the signs, including but not limited to metals, plastics, lighting components, and electronic hardware. The firm must also supply all tools and machinery required for installation, along with skilled labor capable of executing complex installations. o Engineering and Compliance: Engage licensed professional engineers to oversee the structural and electrical aspects of the signage systems. This includes preparing all necessary engineering drawings and documents that will be stamped by qualified professionals. o Safety and Regulatory Compliance: Ensure all work complies with safety standards to protect both the installation teams and campus users. The firm must handle all aspects of regulatory compliance, including obtaining permits, meeting building codes, and adhering to environmental regulations. o Project Management: Provide detailed project management services, including timeline management, coordination with TSTC staff, and regular updates. The firm should employ a clear communication strategy to handle any project adjustments or challenges. o Restoration and Cleanup: After installation, the firm is expected to restore any disturbed areas such as landscapes and pavements to their original condition. All construction debris and old signage materials must be disposed of properly. o Testing and Quality Assurance: Conduct thorough testing of all electronic and illuminated components. Ensure that all signs meet the quality standards specified by TSTC before final acceptance.
