This Request for Qualifications ("RFQ") is the first step in a three-step process for selecting a Construction Manager at Risk firm for the Project as provided by Texas Education Code 51.782(e). The RFQ provides the information necessary to prepare and submit Qualifications for consideration and initial ranking by the Owner. Based on the initial ranking, the Owner may select up to five (5) of the top ranked Qualification Respondents to respond to a separate Request for Proposals in the second step of the process. Respondents shall consider only those clarifications and interpretations that the Owner issues by addenda seven (7) business days prior to the submittal deadline. Interpretations or clarifications in any other form, including oral statements, will not be binding on the Owner and should not be relied on in preparing Qualifications. The Owner designates the following person, as its representative and Point-of-Contact for this RFQ. Respondents shall restrict all contact with the Owner and direct all questions regarding this RFQ, including questions regarding terms and conditions, to the Point-of-Contact person. The Preliminary Project Cost (PPC) for this Project is $2,900,000,000.00. The PPC includes an overall Construction Managers Budget Limitation (CMBL) of $1,780,000,000.00, which consists of a Construction Cost Limitation (CCL) for the Architect/Engineer of $1,750,000,000.00 for the Project and the CM-R pre-construction phase fee and other contingencies to be carried in the Guaranteed Maximum Price proposal(s). Fees, furnishings, equipment, other work, miscellaneous expenses, and contingencies make up the balance of the PPC. PROJECT DESCRIPTION, SCOPE AND BUDGET: UT Austin and UT MD Anderson are proposing to design and construct a public higher education academic medical center on the 13.41-acre site formerly occupied by the Frank Erwin Center and the Denton A. Cooley Pavilion. Both UT Austin and UT MD Anderson have agreed to a single architect to design a medical center that is patient-centered, optimizes patient care and experience, enables digital technology, optimizes the ability to automate where appropriate, and has aesthetic elements contemplated to provide a seamless experience and flow for patients, faculty, and staff with each patient care enterprise. When completed, the estimated 1.5M GSF medical center will include in-patient hospital(s) and ambulatory clinics for each institution with functional connections between each entity. Where possible, non-clinical infrastructure will be shared between both enterprises to avoid redundancy and reduce the overall project budget and cost. (e.g. a common green space and walkways, facilities for parking, campus central utilities plant, and similar types of shared services). The vision of the Project is for an intelligent building that incorporates innovative information and communication technology to support robotic systems, advanced building automation, RFID, real-time location sensing, etc. The design will focus specifically on creating an immersive patient and employee experience. Integration of an extensive art program will also be an essential part of the healing environment. The successful Respondent should be able to exhibit innovative and successful hospital construction approaches that conserve energy, promote sustainability, and provide utility and operations resiliency (refer to 3.8.10 & 3.8.11). Experience with the USGBC LEED system, Energy Star, BREEAM, WELL Building Standard, Fitwel, or other formal, sustainability program is expected. For the UT MD Anderson Energy & Sustainability Strategic Plan, refer to Attachment 5.6 to this RFQ. In addition to occupancy by two distinct institutions, the Project is expected to include the design, improvement, and/or construction of space to support distributed utilities and accommodate parking for 3500-5000 or more vehicles with further analysis to be conducted based on scope and alignment of some facility services.
