Site work and paving for a civil project in Little Valley, New York. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

Scope: This project will consist of the production milling of 4" depth and placement of a double course overlay consisting of 1.5" 9.5 F3 Top Course Asphalt and 2.5" - 19 Binder Course Asphalt with some full depth base repair on CR 32. Also included in the project is placement of shoulder backup material, inventory and placement of pavement marking stripes; and providing all required Work Zone Traffic Control. Drainage improvements shall include cleaning of existing stormwater piping and structures, removal of existing stormwater piping and structures, removal of trees and shrubs as necessary, cleaning and reforming drainage ditches, and installation of new drainage structures and piping. This project also consists of the removal and replacement of concrete sidewalk. Cattaraugus County Local Law 12-2012 as amended by Local Law 5-2015 requires that the County provide a copy of the Cattaraugus County Vendor Responsibility Form to the low bidder. The low bidder will have 5 business days to return the completed form unless the form was mailed by the county to the vendor, in which case they will have 10 business days from the date of the mailing to return the form. Failure by the low bidder to submit the form within the above time frame will lead to the automatic rejection of their bid. The contractor must also ensure that all subcontractors who contract to work on the Project for consideration in the amount of $35,000 or greater, complete this form and submit it to the County for approval within 5 days of the preconstruction meeting. The contractor must also submit, in writing, a request for waiver for any subcontractors whose contract is for less than $35,000. Failure to do so may lead to the rejection of the subcontractor at the County's discretion. Currently the Commissioner of Public Works has approved the CCA-2 (New York State Vendor Responsibility Questionnaire For-Profit Construction) with attachments A, B, and C to serve as the Cattaraugus County Vendor Responsibility Form. All bids must be accompanied by a NON-COLLUSIVE BIDDING CERTIFICATE and Bid Bond in the amount of 5% of bid total. All substitutions are to be submitted at time of bid as per the contract documents. No substitutions will be considered after the bid date. Any bid submitted without such certification and bid bond will not be accepted. Any bid not meeting ALL specifications will not be considered. Cattaraugus County reserves the right to reject any or all bids, to waive any informalities, and to accept the lowest responsible bid. This project consists of approximately 0.3 miles of milling approximately 4" depth and a 4" double course overlay (1.5" top course asphalt, 2.5" binder course asphalt) on CR 32 in the Town of Ashford. This work will include the travel lanes and shoulders of the existing road. The western limit will be the intersection with NYS240/CR32 and the eastern limit will be 50 feet west of the right of way line of a Railroad overpass. Limits will be marked in the field by the Engineer. The contractor shall production mill the travel lanes and paved shoulders the length of the contract limits. The pavement surface shall be cleaned by mechanical means prior to paving, and this cost shall be included in contract bid items, there will be no separate payment for cleaning existing surfaces. The contractor shall apply tack coat to surfaces and pave 1.5" (thickness) overlay of 9.5 F3 Top Course Asphalt on travel lanes and shoulders as directed by the Engineer or designee. Contractor shall apply joint adhesive along longitudinal and transverse construction joints. Upon placement of new asphalt, shoulders shall be shimmed and compacted in accordance with Item 203.24010017 - Shoulder Backup Material. Driveways shall be shimmed with like material and during pavement placement the screed shall be extended to provide a transition to accommodate for driveways, payment for driveway materials included in the items bid for Asphalt Overlay and Shoulder Backup Material. Contractor shall provide Work Zone Traffic Control for all aspects of the project under Item C619.010032. The contractor shall remove and replace the existing approximately 0.25 miles of sidewalk off the southern edge of CR 32. The sidewalk shall be 5 feet wide and 4" thick (6" thick at driveways). Embedded detectable warning strips shall be installed at road crossings. The contractor shall clean existing storm piping and drainage structures as designated. The contractor shall remove designated existing storm piping and drainage structures (i.e. catch basins and grates). The contractor shall clean and/or reform all drainage ditches as necessary. The contractor shall install proposed drainage structures and piping in accordance with the Contract Drawings.
