The County of Yolo, Division of Integrated Waste Management (DIWM) is in the early stages of planning for the next landfill gas (LFG) beneficial use project (Project) at the Yolo County Central Landfill (YCCL). The County is requesting proposals from qualified engineering consultants to provide services to support this procurement effort per the scope of work outlined in this RFQ. Specifically, the County wishes to contract with a consultant who is experienced in working with public entities on Engineering, Procurement, and Construction (EPC) projects, including permitting and commissioning project elements, in landfill gas master planning and design, in landfill gas and digester gas beneficial use projects, and in working with project developers to establish successful project partnerships. The scope of work for this RFQ includes advising the County on the advantages of different gas conversion project approaches for YCCL, the RFQ, and proposal scoring criteria, performing landfill gas master planning and preliminary design, advising the County on the development of the partnership structure, and evaluating the technical strength of the proposals, including environmental, energy efficiency, gas clean up and gas conversion project elements.
