Site work for a road / highway in Richmond, Virginia. Completed plans call for site work for a road / highway.

Provide all labor, supervision, equipment, traffic control, tools, incidentals and mobilization required to remove the exiting TS-1 or TS-2 traffic signal controller cabinet and install new A&B Advanced Traffic Control (ATC) controller cabinets at 8 locations for Richmond District Traffic Operations Asset Management. ATC cabinets will be provided to the contractor by VDOT. The contractor shall submit a signed Daily Work Report (DWR) and submit at the end of each work day, or the following morning, electronically by email to Michael.Zink@VDOT.Virginia.gov and Mark.Terry@VDOT.Virginia.gov . Scope of Work: 1. The contractor shall provide all labor, supervision, equipment, traffic control, tools and incidentals required to remove the exiting TS-1 or TS-2 traffic signal controller cabinet and install new A&B Advanced Traffic Control (ATC) controller cabinets at 8 locations listed below. ATC cabinets will be provided to the contractor by VDOT. 2. All 8 locations will include A & B cabinets with riser and UPS System. All ATC cabinets will be programmed and configured by VDOT prior to installation by the contractor. 3. The contractor shall be responsible for transfer and reconfiguring detection and communication during NEMA to ATC cabinet installation. 4. Upon completion of installation, the contractor shall ensure all equipment is operational and fully functional. 5. The fixed completion date for this contract is October 11, 2024. 6. The contractor shall return existing TS-1 and TS-2 cabinets and all controller equipment to the VDOT yard at 2430 Pine Forest Drive, Colonial Heights VA, 23834 or dispose of equipment that VDOT deems as not re-usable. 7. The contractor shall furnish uniform police officers during ATC controller cabinet switch over. It is the responsibility of the contractor to coordinate county or state police and provide VDOT with minimum 48 hours' notice. 8. VDOT crews will be present for each cabinet swap. No work shall be performed without proper notice and coordination with the following VDOT traffic signal supervisors. Contact information is below: a. Mark.Terry@VDOT.Virginia.gov 804-840-7806 b. Allowable work hours for power down and cabinet swap are 10pm - 5am, the traffic signal shall be returned to operation no later than 5am. The contractor can begin setting up the work zone at 9pm and ready for power down at 10pm. 10. Locations include: a. Rte. 147 Huguenot Rd at River Rd, Henrico County b. Rte. 250 Broad St at Dominion Blvd, Henrico County c. Rte. 106 Emmaus Church Rd at Jimmy Burrell Lane, New Kent County d. Rte. 678 Buford Rd at Rte. 683 Forest Hill Ave, Chesterfield County e. Rte. 678 S. Providence Rd at Rte. 663 Elkhardt Rd, Chesterfield County f. Rte. 653 Courthouse Rd at Rte. 720 Luck's Ln, Chesterfield County g. Rte. 10 James River Dr. at Allied Rd, Chesterfield County h. Rte. 1 at Rte. 226 Cox Rd, Dinwiddie County 11. Performance of work under this contract, unless otherwise stated, will be governed by the latest version of the following publications: a. 2011 Virginia Work Area Protection Manual (VWAPM) with all revisions. b. Current version of the Manual of Uniform Traffic Control Devices (MUTCD). c. 2020 VDOT Road and Bridge Specifications with the exception of Section 101 and 102 Period of Contract: From date of award through October 11, 2024 (nonrenewable) Question Deadline 06/20/2024 at 5:00 PM ET Any questions regarding this invitation for bid shall be addressed to Cheryl Lewis at Cheryl.Lewis@VDOT.virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. The Commonwealth will make the award(s) on a Grand Total basis to the lowest responsive and responsible bidder that is a DSBSD-certified micro business if such a bid is received, provided that the bid is less than $10,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. Otherwise, award of the contract shall be made to the lowest responsive and responsible bidder that is a DSBSD-certified small business if such a bid is received, provided that the bid is not more than $100,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. If, in the agency's opinion, the criteria in the previous two sentences are not present, then award shall be made to the lowest responsive and responsible bidder of any size, provided the agency in its sole discretion determines that the price is fair and reasonable. If applicable, unit prices, extensions and grand total must be shown. In case of arithmetic errors, the unit price will govern. If cash discount for prompt payment is offered, it must be clearly shown in the space provided. Discounts for early prompt payment will not be considered in making awards. The State reserves the right to reject any and all bids in whole or in part, to waive any informality, and to delete items prior to making an award.
