Site work and paving for a mixed-use development in Columbia, South Carolina. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

A priority for the City of Columbia is to stimulate economic and community development through streetscape and intersections improvements along Assembly Street between Pendleton & Lady Streets. These improvements shall improve public safety while also creating a pedestrian friendly atmosphere that better connects the Main Street business corridor with the Vista. This Request for Proposals (RFP) includes intersection and streetscaping improvements along Assembly Street from Pendleton Street to Lady Street. Conceptual design plans for the project corridor have previously been completed and are being made available with this RFP. These plans reflect the overall project aims of the City to improve pedestrian safety and better connect the Main Street and Vista districts; however, the City anticipates that design adjustments will be made in the next phase of this project as stakeholders are engaged. Streetscaping along Assembly Street shall include improvements within the entirety of the ROW in the project corridor. This project will include design for under-grounding of utility lines, relocation of stormwater infrastructure where necessary, installation of traffic signal mast arms with video detection equipment, installation of decorative lighting, installation of new sidewalks and intersection bumpouts, crosswalks, mast arms, landscaping, installation of alternate and public transit infrastructure, and other improvements. There will be no major water or sewer rehabilitation for this project. The City has recently completed the collection of field survey, traffic studies, preliminary hydrology / hydraulic design, preliminary geotechnical investigations, and preliminary design. Data from these efforts will be provided to the selected respondent during scope negotiations. It is the City's expectation that this contract will build upon this completed effort to include full design and preparation of construction documents, bid support, and services through construction.
