Estimated Amount for Solicitation: $14,000,000.00 Decker Dam requires gate replacements and trunnion anchorage improvements. The Work consists of the fabrication and installation of two (2) new spillway tainter (radial) gates as well as the removal and disposal of the existing spillway gates. Additional items include: fabrication and installation of new spillway tainter gate hoists, installation of new post-tensioning anchors and high-strength concrete panels, concrete slab repair, and stoplog seal replacement. The lake level will be lowered in March 2024 to reduce load on the gates and trunnion anchorage until this construction scope is completed. Dam experts have advised that this interim risk reduction measure will extend the life of the currently installed equipment by an additional 3-5 years. All Proposals shall be accompanied by an acceptable Bid guaranty in an amount of not less than five percent (5%) of the total Proposal. Performance and payment bonds when required shall be executed on forms furnished by OWNER. Each bond shall be issued in an amount of one hundred percent (100%) of the Contract Amount by a solvent corporate surety company authorized to do business in the State of Texas and shall meet any other requirements established by law or by OWNER pursuant to applicable law. Minimum insurance requirements are specified in Section 00810, Supplemental General Conditions. Minimum wage rates have been established and are specified in Section 00830, Wage Rates and Payroll Reporting. Contract Time is of the essence and all Work shall be substantially completed within six hundred and seventy (670) Calendar Days after date specified in the Notice to Proceed, in accordance with the Proposal Form, Section 00300CSP. If a Substantial Completion date has been specified, the Proposer further agrees to reach Final Completion within thirty (30) Calendar Days after Substantial Completion as required by the Project Manual, Drawings and Addenda for the work. Liquidated damages are one thousand three hundred seventy dollars ($1,370) per Calendar Day for failure to substantially complete the work and five hundred thirty dollars ($530) per Calendar Day for failure to achieve final completion within Thirty (30) Calendar Days after substantial completion, in accordance with the Proposal Form, Section 00300CSP. OWNER reserves the right to reject any or all Proposals and to waive any minor informality in any Proposal or solicitation procedure (a minor informality is one that does not affect the competitiveness of the Proposal).
