A bid bond in the form furnished in the contract documents or a certified check naming as obligee or payee Winterstown Borough in the amount of five (5%) percent of the bid must accompany the sealed bids. The successful bidder will be required to furnish a performance and a payment bond each in the amount of one hundred percent (100%) of the contract price. Winterstown Borough reserves the right, which is understood and agreed to by all bidders, to accept and to refuse and reject any or all bids submitted to waive any informalities and bids received, but any contract awarded will be to the lowest bidder The improvements to Apple Street (West of Mt. Olivet) are to include 700 SY 6" 2A Aggregate Base Repair, 700 SY 3" 25mm Superpave Binder Course 700 SY 1 1/2" 12.5mm Superpave wearing course, each in accordance with Penn DOT publication 408. All questions about the meaning or intent of the Bidding Documents are to be directed to Engineer. Items of Construction include, but are not limited to, the following:
Apple Street (East): Roadway base repair, bituminous binder & wearing course.
Apple Street (West): Roadway base repair, bituminous binder & wearing course.
Hill Street: Bituminous base repairs, bituminous binder & wearing course, PennDOT double surface application, PennDOT fiber seal.
Combination bid of Apple Streets & Hill Street All questions about the meaning or intent of the Bidding Documents are to be directed to Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
