The Mississippi Valley Conservation Authority (MVCA) is requesting proposals from qualified consultants to complete a Condition Assessment for the Farm Lake dam. The Farm Lake Dam is located in the Township of North Frontenac. The dam was originally built in 1926 by one of the lumbering companies of that time. It was rebuilt in 1976 by the MVCA. The access road is privately owned and MVCA has an easement across the road. Annual maintenance is needed with this structure as the wooden flashboards and plywood need to be repaired and replaced on an as-needed basis. Leakage throughout the summer months has become a major issue due to the age and type of weir. Tarps were placed on the upstream plywood to better seal the structure and slow down the seepage. Continuous monitoring and repair of the leakage is needed until the structure can be rehabilitated. Annual inspections have noted a deterioration of the structure suggesting that the structural integrity may be compromised, which could impact public safety, health and safety of workers, and the ability to sustain recreational levels on Farm Lake. The MVCA has identified the following objectives for the Farm Lake Dam Condition Assessment: Complete a background information review. Complete a site inspection (one day). Assess the condition of the dam's structural components. Identify remedial alternatives (repair, replacement, decommissioning, etc.). Recommend the preferred alternative. Identify any urgent repairs and/or continuing maintenance needed to maintain the structure in a safe condition until the preferred alternative can be implemented. Develop a preliminary project schedule and cost estimate for the preferred alternative. Draft a final report for the Condition Assessment of the dam.
