The Town of Plymouth is issuing this Request for Proposals to obtain a Power Purchase Agreement and/or lease offer resulting from the construction and operation of photovoltaic (PV) solar arrays at various specified locations. The Town of Plymouth reserves the rights to amend or terminate this Request for Proposals; accept all or any part of a proposal; reject any or all proposals, in whole or in part; waive any technical defects, informalities or non-material deficiencies in a proposal; and award, in whole or in part, including accepting a proposal or part of a proposal, that, in its best judgement, will be in the Town of Plymouth's best interest. It is the intent of the Town of Plymouth (TOP) to enter into a Power Purchase Agreement (PPA) and/orlease with the successful firm for a term of twenty-five (25) years orless. The TOP shall pay no upfront costs related to the development of the solar PV systems arising from this RFP. The Successful Firm shall provide fully managed photovoltaic services that include, but are not limited to, securing the necessary labor, services, equipment, permits, and approvals to develop a fully operational PV system. The Firm willthen commission, own, monitor, operate, and maintain the system after installation until buyout or removal.
