Site work and paving for a mixed-use development in Milwaukee, Wisconsin. Completed plans call for site work for a sidewalk / parking lot; water / sewer project; and for paving for a sidewalk / parking lot.
The work to be done includes the inspection, evaluation, design and rehabilitation of approximately 532 linear feet of existing dock wall and consists of potentially installing reconditioned or new steel sheet pile, installing new helical tieback anchors, installing new master piles, repairing tie rods or wales, and installing plastic fenders and other miscellaneous work including all supervision, labor, equipment, and materials required for dock wall construction. Contractor will perform a dock wall evaluation to determine the integrity of the existing anchor system and whether the existing anchorage system remains connected to the dock wall or whether the soil behind the dock wall and around the existing anchorage system has moved as an intact mass. Contractor will excavate test pits to assess the condition of the anchorage systems. Contractor will provide PE sealed drawings and calculations from a registered Professional Engineer (PE) licensed in the State of Wisconsin detailing the rehabilitation of the existing dock wall components. All work is to be completed by December 31, 2024 Each bidder must submit a bid bond in the amount of 10 percent of its bid. THE LOWEST COMPETENT AND RELIABLE BIDDER WILL BE AWARDED A CONTRACT TO PERFORM THE ABOVE-DESCRIBED WORK. The Board of Harbor Commissioners reserves the right to reject any and all bids. The Board of Harbor Commissioners will award this contract to the lowest reliable and competent bidder. In the case of a tie low bid, the Board of Harbor Commissioners reserves the right to determine the award. No bid will be considered as accepted until the Board of Harbor Commissioners votes to accept it All questions related to this proposed contract or related to the interested bidders list must be directed in writing to Richard Watt, Rich.Watt@milwaukee.gov no later than thirteen (13) days before the bid opening date, by Friday, July 5, 2024. Questions received after this deadline or directed to other contacts at Port Milwaukee or the City of Milwaukee will not be recognized. SBE PARTICIPATION Small Business Enterprise (SBE) participation of percent is required on this contract, unless waived by the City. In accordance with Chapter 370 of the Milwaukee Code of Ordinances, SBE participants must be certified by the City of Milwaukee Office of Equity and Inclusion (OEI) telephone 414-286-5553 All contractors awarded a contract valued at $25,000 or more with SBE requirements shall participate in training on and report regular payments in the City of Milwaukee's Compliance Reporting and Certification System (CRCS). Contractors must complete the training no later than 30 days after the date of contract award. Throughout the contract term, Contractors are required to provide timely monthly payment information in the City Please contact the Office of Small Business Development (OSBD) at 414-286-5553 should you have any questions or concerns regarding the training and reporting process. The Port of Milwaukee has received a Grant from the Wisconsin Department of Transportation for a portion of this work. The Grant requires the successful bidder to perform certain tasks, keep certain records and information available for several years after the work is completed and furnish certain records, reports and information in a timely manner. It is felt that most Contractors would keep these records as a matter of normal business. If any additional cost is required to comply with the Grant requirements, the Contractor should include it with their bid.
