Demolition, site work, paving and new construction of a bridge / tunnel in Trumansburg, New York. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.
As of August 14, 2024, this project has not yet been awarded. A timeline for award has not yet been established. The Owner is the County of Seneca, and the work site is located in the Town of Covert, approximately 0.7 miles northeast of the intersection of NYS Route 89. The Total project length is 470 feet. The work includes providing all labor, materials, machinery, tools, equipment, and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: replacement of the Frontenac Road bridge over Trumansburg Creek (BIN 2209490) and full depth asphalt pavement reconstruction. Question Deadline 06/27/2024 Questionsregarding the Contract Documents should be directed to Iana Headley-Kroll, PE, CHA Consulting, Inc. through email at: iheadleykroll@chasolutions.com. Bidders shall promptly notify CHA Consulting, Inc. of any errors, omissions, conflicts, or ambiguity within the Contract Documents within 14 days of bid opening. This is a Federal Aid Project and NYSDOT Standard Specifications, officially finalized and adopted on May 1st, 2024, as posted on the New York State Department of Transportation's website must be followed by the successful bidder. This project is a federal aid Group Type 4 - New or Replacement Bridge The DBE goal for this project is: 6.0% There are no M/WBE goals for this project. The EEO Employment goals for this project are: 5.9% Minority Employment Goal 6.9% Women Employment Goal The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required. No verbal interpretation of the intent of any of the Contract Documents will be made before receipt of Bids. Requests for interpretations prior to receipt of Bids must be presented in writing to the Engineer, CHA Consulting, Inc., iheadleykroll@chasolutions.com and to be given consideration must be received by the Engineer at least seven (7) days prior to the date set for the opening of Bids. Any interpretation, and any additional information or instruction will, if issued, be in the form of a written Addendum or Addenda sent by email to all holders of Contract Documents at the addresses furnished therefore, at least five (5) days prior to the date of the opening of Bids. Failure of any Bidder to receive any such Addendum or interpretation shall not relieve such Bidder from any obligation under this Bid as submitted. All Addenda so issued shall become a part of the Contract Documents. Questions regarding the Contract Documents should be directed to Iana Headley-Kroll, PE, CHA Consulting, Inc. through email at: iheadleykroll@chasolutions.com. Bidders shall promptly notify CHA Consulting, Inc. of any errors, omissions, conflicts, or ambiguity within the Contract Documents within 14 days of bid opening. Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Instructions to Bidders. The Bidder to whom the Contract is awarded will be required to furnish Performance, Payment and Guarantee Bonds from an acceptable Surety Company for an amount not less than 100% of the accepted bid. The successful Bidder and all subcontractors must have an approved CCA-2 on file with NYSDOT prior to being awarded a contract All bids must include the completed Bid Form, Non-Collusive Bidding and Disbarment Certifications, and Lobbying Certifications. This is a unit price bid as described in the Instructions to Bidders. No bidder may withdraw his/her bid within forty-five (45) calendar days after the actual date of the opening thereof. The successful bidder will also be required to comply with all provisions of the environmental permits included at the end of this Project Manual. The County of Seneca reserves the right to consider the bids for forty-five (45) days after receipt before awarding any Contract, and to waive any minor informalities in, and to reject, any and all bids. All bids are subject to final review and approval by the County of Seneca before any award of contract may be made. Receipt of bids by the County of Seneca shall not be construed as authority to bind the County of Seneca. The work will be substantially completed on 10/17/2025 and completed and ready for final payment on 11/14/2025. The S Frontenac Point Road improvements for the detour including asphalt overlay and pull offs on S Frontenac Point Road shall be completed prior to the closure of BIN 220949 and prior to 10/31/2024. The closure of BIN 220949 shall not be allowed over the winter shutdown. ***Bid Event: All sealed envelopes should be clearly labeled "BID: PIN 3755.41 - REPLACEMENT OF FRONTENAC ROAD BRIDGE OVER TRUMANSBURG CREEK" with the Bidders name and address, and the date and time of the bid opening.
