Site work and paving for a civil project in Westfield, New York. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

This project involves approximately 15,500 linear feet of 12-inch and 5,500 linear feet of 6-inch DR-18 PVC pipe with directional drills, fire hydrants, valves and 60 water service connections with meter pits to residences. The water main improvements will be located along portions of NYS Route 5, Persons Road, Central Avenue, Woodlawn Drive, Hawthorne Avenue, Sycamore Lane, and McKinley Road. These improvements will serve approximately 67 residential, commercial, and agricultural properties. Additionally, two alternatives are proposed. Alternate 1 for a chlorine booster station is along North Portage Street that entails an asphalt driveway, prefabricated building, concrete foundation, watermain taps, sampling, chlorination and safety equipment. Alternate 2 for water service within Bourne Beach of approximately 1,600 linear feet of 6-inch DR-18 PVC pipe, hydrants, and connection stub. A pre-bid conference will not be held. If necessary, an Addendum will be issued by 5:00 p.m. (Local Time) on July 2, 2024 from the office of the Engineer. Bid security shall be furnished in accordance with the Instructions to Bidders. Bond Notes: Each bid must be accompanied by a certified bank check or bid bond from a domestic carrier licensed to do business in the State of New York in the amount of not less than five percent (5%) of the amount of the bid submitted. Security for Faithful Performance: The successful bidder will be required to furnish Performance and Payment Bonds written by firms licensed to do business in New York State, each in the amount of one hundred percent (100%) of the contract amounts in accordance with the provisions of the Contract Documents. This project is partially funded by New York State Environmental Facilities Corporation (NYS EFC). Prospective bidders should review the requirements included in the contract documents including American Iron & Steel Compliance (AIS), Minority Women & Business Owned Business enterprises with MWBE goal of 30% and Service Disabled Veteran Owned Businesses with SDVOB goal of 6%. This project is partially funded under the Rural Utility Service as administered by the United States Department of Agriculture Rural Development (USDA RD) and is subject to the provisions of Section 3 of the HUD Act of 1968 as amended and other USDA RD regulations. Prospective bidders should review the USDA RD requirements included in the contract documents. This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. The following waivers apply to this Contract: BABAA De Minimis, Small Grants and Minor Components Bidders on this work will be required to comply with Executive Order Nos. 11,246 and 11,375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. The successful bidder must be an equal opportunity employer, must meet all appropriate State and Federal standards, and comply with all relevant governmental regulations. Statement of Non-Collusion: Bidders on the contract are required to execute a non-collusive bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York. Sales and Use of Tax Exemptions: The Town of Westfield is exempt from the payment of sales and compensation use taxes ofthe State of New York and of cities and counties on all materials, equipment, and supplies sold to the Town of Westfield pursuant to this contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment, and supplies to be sold to the Town of Westfield pursuant to this contract, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the project. These taxes are not to be included in the Bid. Owner Rights: All bidsshall be binding for a period of sixty (60) days after the bid opening date. The Town of Westfield reserves the right to reject any and all bids and to waive any informalities therein. Only written Requests For Information (RFI) will be accepted.
