No written or verbal contact is allowed between any other potential respondents, or with any personnel of the City of St. Louis. Question Response Deadline: July 16, 2024 Water Main and Fire Hydrant Repair/Replacement Services The successful contractor shall furnish all necessary supervision, labor, tools, equipment, and requested materials needed to make modifications, additions, installations and repair water mains and fire hydrants as requested by the City of St. Louis Water Division. Tasks include: o Respond to assigned locations to determine actions needed and make necessary repairs to watermain breaks. This would include but not be limited to traffic control, excavation and shoring, actual water main repairs (with materials provided by the Water Division in most cases), backfill and in most cases, restoration ofthe roadway. The Water Division would be responsible for valve operations to isolate the job site prior to repairs proceeding. o Respond to assigned locations to repair fire hydrants that have been hit by traffic and rebuild/repair fire hydrants with materials provided by the Water Division. In some cases, this work will require the fire hydrant to be excavated and replaced and will require excavation and backfill along with at grade restoration (soil and seeding or sidewalk replacement). In cases where the fire hydrant is uncontrolled (requires water main to be shut), the Water Division would be responsible for valve operations to isolate the job site prior to work proceeding o Respond to assigned locations to repair/replace fire hydrant leads (pipe from water main to fire hydrant). This may include the installation of a control valve for fire hydrants that are presently uncontrolled prior to making repairs to the fire hydrant lead. This would include traffic control, excavation, shoring, backfill, and in most cases, restoration of the roadway The Water Division would be responsible for valve operations to isolate the job site prior to work proceeding. Special projects such as replacement oflarge valves (20" and larger), and repairs to large diameter mains (20" and larger). These assignments may require a larger work crew and a different level of equipment for the repairs/replacement. A larger crew size would be dictated by the scope of work/repairs on a given project. Special projects may require the use of equipment such as a track hoe and shoring sized to meet the needs of a larger excavation. In most cases, material to make repairs or replacements would be provided by the Water Division. Special projects would typically require more advanced planning and coordination with Water Division crews. Contractor will be responsible for hauling out all spoils related to the job including but not limited to excavated materials, pavement and curb/sidewalk/driveway, pipe and fittings removed as part ofthe repairs or replacements. The Contractor will be responsible for at-grade restoration -including but not limited to pavement, grassy areas, sidewalks, curbs and driveways. A minimum crew sized to meet the requirements of the pipe size and excavation size to complete the work safely within OSHA guidelines must always be utilized. Most work would be within the City of St. Louis boundaries, but on rare occasions, the Contractor must respond to work along the City of St. Louis Water Division right-of-way in St. Louis County.
