The project will be primarily funded by a grant dedicated to revitalizing Units 3-6 at 20 Sunray St., Whitby, transforming these units into a multi-functional, community-centric facility. This renovation project aims to create a home away from home for clients, offering comprehensive services and fostering a supportive environment that enhances the quality of life for Durham residents. TIMELINE: An RFQ to pre-qualify architects for design has been issued by the owner. The owner intends to prequalify up to 6 proponents. The architectural design and construction documents are to be completed by the Architectural Firm and one single bid package prepared. Following bidding and preparation of the one contract with one builder or general contractor, the construction contract is administered by the Architect. This Request for Statement of Qualifications (SofQ) document sets out the requirements for the Proponent's submission of their Statement of Qualifications and specifies the evaluation criteria and Consultant selection process for this phase. The purpose of the pre-qualification process is to enable Community Care Durham to identify and invite the six (6) Architectural Firm Proponents who achieve the highest Total Score in the pre-qualification phase to participate in the second phase of this selection process. This pre-qualification process is the first phase of a two-phase procurement process. The second phase is the Request for Proposal (RFP) phase. During the RFP Phase, the pre-qualified Proponents will be invited to prepare and to submit a technical proposal for this work. The Consultant and its personnel will be evaluated based on their key personnel and the quality of their relevant experience, as appropriate for the size and type of proposed project. Consultants should be able to demonstrate successful delivery of design & build services for a variety of projects.
