"Document Exchange" is the transmittal of project specific required records and reports from the Contractor to the Engineer using software specified by the Department. 2. This work shall consist of the potholing of existing underground utilities, at the direction of the Engineer, to determine their exact locations prior to construction of new underground construction. This work shall include the necessary excavation, water-blasting, vacuuming of water and debris, disposal of excess excavated and vacuumed materials, and restoration of the site to its original condition once the service has been located. b. The work may be performed prior to the tentative start date shown in the Proposal without the charge of working days or calendar days to the contract time allowance. This Section establishes methodology for evaluation of and payment for the Contractor's compliance with Contract environmental commitments. This work shall consist of minimizing the exposure of the environment, including Waters of the State as defined by Title 126, Chapter 1 from the Nebraska Department of Environment and Energy (NDEE), to hazardous materials. This specification also includes the requirements for clean-up of releases (spills) of hazardous materials. NDOT defines hazardous materials as a broad category of materials that, because of their quantity, concentration, physical or chemical characteristics, pose a potential hazard to human health and safety or to the environment if released into the environment. Hazardous materials include, but are not limited to, materials that are regulated as solid waste, hazardous waste, and other wastes contaminated with hazardous substances, radioactive materials, petroleum products, toxic substances, and other pollutants. A "Short Term Temporary Traffic Signal" consists of the placement of traffic signals and the required signing, pavement marking and traffic control devices and shall control each direction of traffic leading into the construction work area. This work consists of installing, maintaining, and removing the silt fence at locations shown in the contract and at locations as approved or determined by the Engineer. The installation, maintenance, and removal shall be in accordance with these Specifications, the special provisions, and the contract.
