This project is the result of the 2023 storm desaster. With this Request for Proposals ("RFP"), the COUNTY of SIERRA ("COUNTY") seeks experienced and qualified design firm(s) or team(s) of firms to provide professional envrionmental and structural engineering services including construction management for Gaurdrail replacement in listed areas. A general description of the individual sites can be found in the attached documents. The following is an outline of tasks required to do this work. The tasks should include, but not be limited to what is outlined below. Consultants preparing a proposal should elaborate on these tasks within their proposal. The County of Sierra is accepting proposals for Professional Engineering, Environmental Services, and Construction Management Services for the following 2023 Storm Damaged Guardrail Replacement projects: Brandy City Road 5 locations Crow City Road 1 location Main Street Downieville 2 locations Gold Lake Road 1 location Goodyears Creek Road 1 location Post Office Spur Road 1 location The tasks required to complete these projects include project management, survey & base mapping, preliminary engineering, environmental clearance and permitting, final design, bid assistance and construction support services. A more detailed description of the tasks required to complete the engineering and environmental services for these projects is defined in the Scope of Work section of this proposal. This agreement also includes Construction Management Services. It is expected the Construction Management Services will include providing a Resident Engineer and project inspector(s) to perform inspection, materials testing, environmental monitoring, labor compliance and construction management services in conformance with all County and State standards and standard practices for state funded projects. Current Caltrans 2021 Standard Plans must be used for locally sponsored projects on the State Highway System. o June 18, 2024, Advertisement of Release of RFP o July 10, 2024, Deadline for Questions and Inquiries o July 15, 2024, Deadline for Submission of Proposals o August 6, 2024, Consultant selection recommended to Board of Supervisors This task will include the Consultant's management of the project and coordination between County staff, subconsultants and other various state and federal agencies as required to complete the tasks defined within the project scope of work. The Consultant shall comply with all requirements within the Local, State and Federal laws. This task will also include all Quality Control (QC) and Quality Assurance (QA) work. The Consultant shall perform all work utilizing the design standards and criteria defined in the following documents: i. Caltrans Highway Design Manual ii. Caltrans 2023 Standard Plans The County will complete all necessary documents required by the FEMA and Cal OES including authorization requests, finance letters and Scope/Cost/Schedule Change request. The consultant will be required to provide all necessary technical data necessary to complete the FEMA or Cal OES forms. CONTRACTOR represents and warrants to COUNTY that it has all licenses, permits, qualifications, and approvals of whatsoever nature which are legally required for CONTRACTOR to practice its profession. CONTRACTOR represents and warrants to COUNTY that CONTRACTOR shall, at its sole cost and expense, keep in effect or obtain at all times during the term of this Agreement any licenses, permits, and approvals which are legally required for CONTRACTOR to practice its profession at the time the services are performed. To be on the proposal holder list and to be assured of receiving all addendums and Requests for Information (RFI's) responses the following information must be submitted to Sierra County via e-mail at: publicworks@sierracounty.ca.gov All RFI's must also be submitted via e-mail to this address. This Request for Proposal does not commit the County to award a contract, to pay any costs incurred in the preparation of a proposal for this request, or to procure or contract for services. The County reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with any qualified firm, or to modify or cancel in part or in its entirety the Request for Proposal if it is in the best interest of the County to do so. The method of Contractor Selection has not been Determined at this time
