Site work for a water / sewer project in Halifax, Pennsylvania. Completed plans call for site work for a water / sewer project.

The Project generally involves the replacement of water main and service laterals along North Fifth Street and Armstrong Street within Halifax, Pennsylvania and includes the following Work: Questions Due Date: Jul 9th 2024, 4:00 PM EDT Replacement of approximately 1,050 linear feet (LF) of 4-inch diameter water main with 6-inch diameter water main along North Fifth Street from the intersection of North Fifth Street and Maple Street to the intersection of North Fifth Street and Market Street. This includes connecting in the intersection of North Fifth Street and Amstrong Street (SR 225), which is within the PennDOT ROW. Also included is the replacement of approximately twenty-two (22) residential and commercial service connections, three (3) fire hydrants, interconnections with existing water mains, installation of valves, associated site restoration, and all other work identified in the Contract Drawings. Replacement of approximately 770 LF of 4-inch diameter water main with 6-inch diameter water main on Armstrong Street from the intersection of Armstrong Street and North Second Street (SR 147) to the intersection of Armstrong Street and North Fourth Street. This includes the replacement of approximately forty-one (41) residential and commercial service connections, two (2) fire hydrants, interconnections with existing water mains, installation of valves, associated site restoration, and all other work identified in the Contract Drawings. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Pre-bid Conference No pre-bid conference will be held for this Project. Instructions to Bidders. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Statutory Requirements. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act ('the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost of this Project is greater than Two Thousand Dollars ($2,000) and the federal Davis-Bacon Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). The Halifax Area Water and Sewer Authority reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Halifax Area Water and Sewer Authority, and to reject any or all proposals. This project is being funded, in part, by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority. This project is being funded, in part, by federal sources. Bidders must comply with all funding requirements outlined in the Project Manual. SCOPE FOR PIPE 1. Payment and Work for pipe and appurtenances indicated under the various Unit Price Work Items shall include furnishing of all labor, tools, equipment, and materials required to acceptably construct the various units including layout, pipe, pipe bedding, laying and joining pipe, marking tape, repairing leaks, and all other incidentals necessary to complete the work indicated.
