The Town of Otselic , Chenango County, New York will receive sealed bids for water storage tank paint ing and improvements in accordance with the plans and specifications heretofore prepared by Dodson & Associate, PLLC, Consulting Engineers. The Work of Contract No. 1 - Water Storage Tank Painting is generally described as follows : exterior and interior painting of a 200,000 gallon water storage tank; new ladder/cage; new access hatch ; replace existing hatch; safety climbing device; new vent cap; overflow box/pipe relocation ; new valves; blowoff hydrant; cut/cap drain; concrete splash pad; final cleanup and miscellaneous work A plan deposit check will be required regardless if Contract Documents are obtained from the bid plan holder sites noted above. Bidders of Record Only, within 30 days after bid opening will receive a 100 percent refund of the deposit price. All refunds will be made by the Town of Otselic The Town of Otselic secured funding for the project from Environmental Facilities Corporation - Drinking Water State Revolving Fund (EFC - D WSRF) . The bidder shall comply with all requirements of Environmental Facilities Corporation - Drinking Water State Revolving Fund (EFC - D WSRF) bid packet and Bipartisan Infrastructure Law General Supplemental (BIL - GS) noted in Contract Documents. Each bid proposal must be accompanied by a Bid Bond or certified check payable to the Town of Otselic in the amount of five percent (5%) of the Total Bid Price. Complete Bid Bond forms included in the Bid Proposal section of the Project Manual. If a Bidder fails to enter into a Contract with the Town of Otselic ,upon acceptance of bid, the bid security shall be forfeited to the Town of Otselic . No bidder may withdraw his bid within forty - five (45) days after the date of the bid opening. The successful bidder must provide a one hundred percent (100%) Performance and Payment Bond with a surety company satisfactory to the Town of Otselic and conforming to the requirements of Article 6 of the General Conditions. Bidders are required to certify that bids have been prepared without collusion with other bidders, subcontractors or suppliers. Each bidder must sign a non - collusion certification statement included in the Bid Proposal of the Project Manual. The Town of Otselic reserves the right to waive any informalities or to reject any and all bids. Bidders are not to include sales taxes in their bid proposal on materials, equipment and supplies incorporated in this Project. Question Deadline 07/04/2024: No interpretation of the meaning of the Plans, Specifications or other Contract Documents will be made to any Bidder orally. Every request for such interpretation should be made in writing, addressed to the Engineer at the address given in the Advertisement for Bidders and, to be given consideration, must be received at least five (5) days prior to the date fixed for the opening of bids. Any and all such interpretations and any supplemental instructions will be in the form of written addenda to the Specifications, which, if issued, will be e mailed to all prospective bidders (at the respective email address by prospective bidder) not later than three (3) days prior to the date fixed for the opening of bids. Failure of any bidder to receive such addendum or interpretation shall not relieve any bidder from any obligation under his bid submitted. All addenda so issued shall become part of the Contract Documents The Owner may elect not to award a contract at this time due to budgetary or other considerations. Owner reserves the right to reject any/or all proposals and to rebid the Contract if the Owner deems it in the public interest to do so. The successful Bidder, before being awarded the contract, shall furnish a Performance Bond for p erformance of contract guaranteeing said workmanship and quality of materials and a Payment Bond for p ayment of l abor and m aterials, as set forth in the General Conditions, in an amount equal to 100 percent of the contract price, as security for payment of all persons performing labor and supplying materials on the project under this Contrac
