The City of Friendswood is soliciting Statements of Qualifications ("SOQ") from qualified engineering firms registered to practice in the State of Texas for engineering services related to the implementation of City's Comprehensive Master Drainage Plan, funded by the Hazard Mitigation Grant Program (HMGP), Declaration 4485-DR-TX, as a result of the COVID-19 Pandemic. The respondent must ensure the following: o The plan will comply with or surpass the requirements outlined in the Final Rule for Local Mitigation Plans, as specified in Title 44 of the Code of Federal Regulations (44 C.F.R.) 201.6. o The assessment of natural hazards in this plan must be aligned, at a minimum, with the current FEMA-approved State Hazard Mitigation Plan. o The consultant will use the Local Mitigation Plan Handbook and the Local Mitigation Plan Review Guide as guidance documents in the development of the plan. A sample Scope of Work is enclosed in this packet. The engineering contract will encompass all project related engineering services to the City of Friendswood for its comprehensive master drainage plan.
