The City of Friendswood is soliciting proposals from qualified engineering firms registered to practice in the State of Texas for engineering services related to the implementation of a Program Management for Friendswood Master Drainage Plan, funded by the Hazard Mitigation Grant Program (HMGP), Declaration 4485-DR-TX, as a result of the COVID-19 Pandemic. The City of Friendswood is seeking proposals from qualified firms to provide program management services for the development and implementation of the 2024 Comprehensive Master Drainage Plan. This project aims to enhance the City's drainage infrastructure to mitigate future flood risks. The Comprehensive Master Drainage Plan is supported in part by FEMA's Hazard Mitigation Grant Program (HMGP), under designation 4485-DR-TX 1. Description of the Work The selected Program Manager will be responsible for the following: o Technical Advisory Role: Serving as a key technical advisor to the City, offering expert guidance and recommendations throughout the project. o Regulatory Compliance: Ensuring that the Master Drainage Plan adheres to all applicable federal, state, and local regulations, thereby maintaining the highest standards of legal and regulatory compliance. o Federal Standards Adherence: Guaranteeing that the plan meets or exceeds the requirements outlined in the Final Rule for Local Mitigation Plans, as specified in Title 44 of the Code of Federal Regulations (44 C.F.R.) 201.6. o Hazard Assessment Alignment: Ensuring that the assessment of natural hazards in the plan is consistent with, at a minimum, the current FEMA-approved State Hazard Mitigation Plan, thereby ensuring a cohesive and comprehensive approach to hazard mitigation. o Guidance Utilization: Employing the Local Mitigation Plan Handbook and the Local Mitigation Plan Review Guide as primary guidance documents to inform the development of the plan, ensuring that best practices and proven methodologies are followed. o Standards Verification: Reviewing and verifying that all project activities comply with any additional required standards, ensuring the integrity and quality of the project. o Stakeholder Coordination: Facilitating coordination and communication with relevant stakeholders and agencies, fostering collaboration and ensuring that all parties are informed and engaged. o Progress Reporting: Providing regular and detailed progress reports and updates to the City, ensuring transparency and keeping the project on track with its objectives and timelines.
